**Project Officer, Europe and Asia**

**Location: Ottawa, **Ontario (relocation costs not supported)

**Immediate Supervisor**:Regional Director, Europe and Asia

**Language proficiency**:English mandatory; proficiency in a language of project relevancy, a strong asset

**Salary**:$54,878 to $60,000

**Benefits**: Public Service Health Care Plan (PSHCP) and Public Service Pension Plan

**Note**:Must be eligible to work in Canada (visa support cannot be provided)

**Starting** **date**:April 17, 2023

**Duration**:1 year with possibility for extension contingent on performance and the continuation and renewal of donor funding.

**I. SUMMARY OF FUNCTIONS**

The Project Officer supports the implementation of the Centre’s evolving projects in
Europe and Asia, including Parliamentary Accountability of the Security Sector in
Ukraine, Support to the Parliament of Armenia and Young Leaders for Myanmar’s
Democratic Future - understanding that some may end and others may start in the period of employment.

**II. PRIMARY RESPONSIBILITIES**

**Project Management**

Under the direction of the Regional Director, Europe and Asia, the Project Officer will:

- Support the development, update and monitor project work plans and overall annual work plans;
- Coordinate and support project activity delivery, research and reporting: planning and coordination of team work, logistics, subcontracted services and consultants, tracking and reporting on activity results;
- Contribute to the development of efficient and effective financial/administrative systems, tools, and procedures to support project implementation in project countries;
- Support the drafting of project budgets and activity budgets and monitor the effective spending of funds according to Centre and donor guidelines;
- Provide key support to the financial management of the projects: processing of individual project expenses and review of monthly financial reconciliations, monthly project fund transfer requests, review of field financial reports, etc;
- Review field office mission plans, budgets, and mission reports for each activity.

For Canadian missions, prepare mission plans/budgets and mission reports;
- Ensure that all project related documentation (from Headquarters and the field) is attained and stored according to organizational information management standards and policies;
- Support the drafting of monitoring and evaluation collection protocols and partake in the supervision of the collection and analysis of project results data;
- Draft project activity reports and project narrative reports to the funder;
- Support the development and implementation of online project management and results tracking platforms;
- Support outcome harvesting and communication around project activities, achievement and reporting;
- Conduct project-relevant research;
- Support, develop and promote the Centre’s work, achievements and impact by writing, editing, and distributing content, including publications (project backgrounders, event reports, infographics), press releases, website content, annual reports, social media releases, and other materials;
- Attend and contribute to the Parliamentary Centre’s All-Staff meetings;
- Participate and provide support (planning, deliberation, ensure follow up tracking) for select team meetings (program development meeting, management meeting, etc.).

**III. WORKING CONDITIONS AND ENVIRONMENT**

This position is based in Ottawa: a combination of in-office and work-from-home. It will require flexible work hours or overtime during project delivery deadlines. Long and irregular hours are common.

**IV. KNOWLEDGE, SKILLS AND QUALIFICATIONS**
- Bachelor’s or higher degree in Political Science, European Studies, Public
- At least 3 to 5 years of practical experience with the management of international development projects;
- Experience managing projects funded by the Government of Canada is required and experience with other funders is a strong asset;
- Experience in monitoring budgets and work planning;
- Strong understanding of and proven experience in results-based management;
- Strong experience in managing project budgets and knowledge of accounting procedures;
- Understanding of gender and intersectionality and experience in incorporating relevant considerations in all aspects of programming;
- Concise and clear writing skills in English are required and proficiency in a language of project relevancy is a strong asset;
- Knowledge of democratic governance systems and the work of parliaments is a strong asset;
- Interest in and knowledge of the regional political context and culture in Europe and Asia is a strong asset.
- Experience with social media communications and analyzing social media metrics: Twitter, Facebook, LinkedIn;
- Demonstrated knowledge of Microsoft Office Programs, Google Apps (Gmail,
