Manager of Programs, Partnerships and Operations

PAARC is seeking a mature, confident, responsible, professional individual to join our team to ensure the delivery of high-quality programs by providing supervision, guidance and support to the clinical team and reception. The Manager provides leadership and coordination in the areas of partnerships and program development and manages PAARC facilities and operations, and provides input and assistance to the Executive Director, as appropriate, in resolving problems and making decisions on behalf of the organization. The Manager also provides agency leadership during absences of the Executive Director.

PAARC is a non-profit, community-based agency, providing a wide variety of services to persons with substance use and gambling concerns, and those living with concurrent emotional and mental health concerns. PAARC offers a person-centred philosophy, including a harm reduction approach, to a wide range of client populations, and partners with many other agencies to provide integrated care.

Under the supervision of the Executive Director, the majority of the work will be conducted in office environments, either at one of PAARC’s office locations or at the offices of one of our partner agencies. Some of the work may be conducted in the community, visiting clients in their homes, or at mutually-agreeable and safe locations within our geographic area.

PAARC offers a 35-hour core work week, with an expectation that some work outside of regular business hours is required. This is an ‘on site’ position, and does not offer remote working options.

Key Responsibilities:

- Direct and monitor the work of direct reports, including effective and appropriate performance management
- Supportive onboarding and offboarding of employees
- Liaise with partners and funders as required
- Manage PAARC contracts
- Participate in committees on behalf of and as directed by the Executive Director
- Establish and maintain effective relationships with community groups and agencies to coordinate and integrate program services within the community
- Monitor the effectiveness of clinical services
- Facilitate the planning, development, promotion and evaluation of program services
- Develop policies, procedures and protocols for the effective implementation of programs
- Oversee agency targets and OHRS reporting
- Ensure that the physical assets of the agency are maintained
- Resolve issues regarding security, equipment and supplies
- Act as student placement coordinator, or share in such responsibilities
- Keep Executive Director appraised of staff and program issues and challenges, providing reports as required
- Coordinate specific initiatives/activities as designated by the Executive Director
- Provide leadership in periodic accreditation initiatives
- Work closely with the Executive Director on strategic planning and related activities
- Ensure that all equipment and facilities are safe
- Act as a signing authority for the agency
- May be required to engage in limited client care

Key Qualifications:

- Bachelor or Master’s level in social sciences or a related discipline, from an accredited educational institution
- Two to three years of experience in a supervisory or managerial capacity in the non-profit sector
- Experience working in a clinical role with persons living with substance use, emotional and mental health concerns
- Excellent knowledge of substance use and co-occuring issues
- Excellent written and verbal communication skills
- Able to communicate difficulty messages directly with a supportive manner
- Communicate with tact and diplomacy
- Able to motivate staff and deal with performance challenges
- Able to model excellence in work ethic, attitude, and habits
- Able to define problems, collect data, establish facts and draw valid conclusions
- Able to interpret statistical data and evaluate outcomes
- Excellent critical thinking and problem solving skills
- High ethical standards and behaviours
- Awareness of the systemic issues of racism, oppression, poverty, and marginalization
- Knowledge of various philosophies regarding substance use, with a balanced approach
- Exceptionally strong practice of accountability
- Strong and healthy communication and critical thinking skills
- Proven ability to work independently and in a team context
- Ability to work in multiple office and community settings, in artificial lighting, and using appropriate personal protective equipment
- Proficient with Windows-based computer systems and databases
- Ability to speak, at least at an intermediate level, the languages most prominent in the Region of Peel and surrounding areas, as well as French, is a strong asset
