The Manager, Recreation & Facilities is responsible in ensuring the proper execution of the following:

- Oversees the development of department operating budgets providing on-going monitoring of expenditures and revenues.
- Responsible for the development of the department capital budget and forecast as well as performance measures and determination of rates and fees.
- Manage and oversee the planning, implementation, and delivery of the department’s capital projects and provide oversight of the City’s facility asset management plan.
- Responds to public, staff and elected officials’ inquiries and complaints, resolving matters including participation in decisions or actions taken; prepares reports for Council approval; represents the department at corporate and community meetings and functions.
- Develops and promotes a continuous improvement culture.
- Maintaining comprehensive, specialized knowledge of government policies, programs, and related legislation relevant to recreational programming.
- Preparing reports, updates, background materials, briefing notes and presentations as required in support team meetings, leadership meetings and council related reporting.

**Required Qualifications & Experience**
- A post-secondary diploma or degree in recreation, business administration, or public administration, along with a minimum of five (5) years of supervisory experience in a related field.
- Demonstrated strategic leadership in decision-making, issue resolution, budget management, process improvements, along with proven analytical, writing and project management skills.
- An ability to interpret provincial or other governmental guidelines and directives
- Experience in drafting business cases/reports
- Core competencies for the position include the ability to empathetically support the people you lead, effectively delegate responsibilities instead of tasks, and a relentless communicator that ensures everyone understands the expectations and standards.
- Project management experience and knowledge of information technology will be considered as assets
- Fully bilingual in French and English would be considered an asset.

The City of Cornwall offers a starting annual salary of $126,377 plus a comprehensive benefits package.
