**Responsibilities**:
PRIMARY PURPOSE

As part of the Office of the CIO, the Manager, IT Governance and Performance Management supports TransLink’s Business Technology Services (BTS) team in business oversight as it relates to technology. The Business Management Office (BMO) supports TransLink by managing BTS as a business, ensuring there are the right resources, skills, assets, and information to make long-term decisions about services that deliver value to the enterprise.

This role is responsible for leading a team focused on establishing and executing an enterprise IT governance framework to support BTS in operating consistently, reporting accurately, and planning for the future. The role includes oversight of BTS service level agreements (SLAs) and key performance indicators (KPIs), risk management frameworks, policy management, and developing communications and executive/board reports. The manager acts as a facilitator across BTS teams to capture data, information, and ideas, and present that information for informed decision-making.

By leading the governance and performance management functions, this role will provide structure, discipline, and visibility over BTS’ delivery performance, ensuring consistency and industry best-practices are leveraged for strategic decision making that aligns to long-term business objectives.

KEY ACCOUNTABILITIES

Designs and implements the IT governance framework integrated with the organization’s wider governance responsibilities and support the achievement of the company’s goals and strategic objectives. The framework will utilize industry standards and best practices and include the objectives for IT, governance principles, policies, IT governance roles and responsibilities, and processes. Provides arms-length governance and control related advice/support to BTS leadership and respective teams for area(s) of specialization.

Leads the development of technology-focused reports for senior leadership meetings and board presentations.

Leads and provides centralized oversight and reporting to BTS leadership on compliance measures to monitor and drive compliance gap remediation and consistent IT service delivery to internal business clients and external customers. Oversees the negotiation and alignment of all SLAs for internal business clients and external service providers and ensure the adherence to industry standards.

Provides strategic advice, oversight and leadership regarding reporting, compliance to established operational standards and KPIs that encompass each division of BTS, to measure benefits, outcomes, and guide operational improvement opportunities.

Fosters an environment of collaboration and a strong focus on service culture to enhance the customer experience. Influences across functional teams’ as it relates to Governance practices, policies, risks, metrics, and compliance.

Develops and manage the BTS risk register, working with stakeholders across the organization to document risks and mitigation strategies. Report on a quarterly basis the status of technology-related risks, and work across the business to develop timelines for resolving risks based on priorities.

Manages the selection, training, skill development and performance of direct reports, consultants, and temporary staff. Negotiates and manages contracts and agreements with vendors, suppliers, and consultants. Provides input in departmental budget.

Oversees a team delivering value by managing activities related to governance, risk, reporting, communications, reporting, and policy.

**Qualifications**:
EDUCATION AND EXPERIENCE

The requirements for this job are acquired through a bachelors and/or master’s degree in Business Administration or a technology related discipline, plus 8 years of related experience leading the design, development, and implementation of IT Governance processes including 4 years of recent experience leading teams and managing direct reports.
