**Responsibilities**:
PRIMARY PURPOSE

Provides program and change management expertise in developing and executing a Zero Emission Fleet transition plan and technology strategies for low carbon fleet programs. Emphasizes aligning plans with organizational objectives, collaborating with stakeholders, and overseeing project implementation with a change management focus. Leads stakeholder engagement, manages risk and contracts within a change context, and presents progress to senior leadership. Develops tools tailored for program management and transition planning.

KEY ACCOUNTABILITIES

Develops strategies, work plans, scenarios, financial models and resources for programs, ensuring alignment to Divisional goals. Liaises with program stakeholders to ensure all project deliverables satisfy program requirements and meet business needs. Oversees the progress and keeps on track a portfolio of linked and interdependent projects and initiatives across the Enterprise.

Contributes as a member of the Low Carbon Fleet Programs team in identifying and reviewing risks of programs, providing strategic advice to Project Managers and senior leadership on the interpretation & integration of strategic targets, SME support and business cases to guide project progress and ensure alignment with corporate and program objectives. Takes actions on risks and opportunities associated with the programs.

Presents and reports on a periodic and ad hoc basis regarding program progress, risks, expectations, timelines, interdependencies, milestones, and key program metrics to the senior management team. Provides suggestions and recommendations to management on critical risks and program delivery solutions. Develops and manages program documentation, including program status reports and Program Steering Committee Material.

Develops relationships with key stakeholders including the program sponsor, senior industry peers, and government officials, managing expectations, and facilitating program delivery. Participates in the Program Steering Committee and other various program related committees, fostering collaborative information sharing, problem solving and decision-making with project managers and other key stakeholders across the enterprise.

Manages reporting staff, including selection, development, coaching, managing performance, and all other people management practices.

**Qualifications**:
EDUCATION AND EXPERIENCE:
The qualifications for this role include a university degree in completion of University degree in Engineering and/or Business or equivalent, plus seven (7) years of progressive experience in related industries such as transportation, infrastructure, technology, or municipal/provincial government, including exposure to large-scale operational facilities. Possession of a Professional Engineering Designation (P. Eng) or a Project Management Professional (PMP) Designation would be advantageous. Additional assets include experience with low-carbon technologies, renewable energy, proficiency in tools like Power BI and GIS, and familiarity with transit software. Knowledge of energy modelling and performance Key Performance Indicators (KPIs) for low-carbon fleets and facilities is also considered beneficial.

Advanced financial acumen to allow for effective planning, management, and expenditure of operational and capital costs.

Knowledge of zero emission vehicles, charging/fueling systems and experience in change management, including enterprise change management projects and new process integration, are considered val
