Project Controls Specialist

The Project Controls Specialist is responsible for providing project execution support in the areas of Cost Controls, Scheduling, Document Control, Project Reporting, Procurement, Compliance, and Subcontractor Management. The Project Controls Specialist ensures the project procedures and practices are applied to the project and recommends changes as required.
This position will be **project site** based on one of our transit projects within the **Greater Toronto Area.**
**Essential Duties and Responsibilities**

- Responsible for ensuring compliance with project controls standards from project-developed policies and procedures and providing recommendations
- Generate all required project status reports for internal management and for the client, including the overall project dashboard, project performance reports
- Participates in developing, implementing, and maintaining the project cost control systems
- Monitors the project performance and key performance metrics, ensuring that all the project controls systems are properly implemented
- Support project stakeholders to develop detailed project schedules, outlining milestones, activities, and dependencies. Utilize scheduling software and tools to create accurate and comprehensive schedules that guide project execution.
- Continuously monitor project progress against the established schedule. Identify potential delays or deviations and provide timely analysis to project managers. Offer recommendations and strategies to mitigate schedule risks and optimize project timelines.
- Assist in the development of project budgets and cost estimates, considering resource allocation, materials, labor, and other expenses. Contribute to the creation of accurate cost baselines that align with project goals.
- Monitor project expenditures and variances against the budget. Generate cost reports and forecasts to provide insights into financial performance. Collaborate with finance and project teams to address cost-related issues and optimize resource allocation.
- Monitor and analyze labour productivity rates identifying trends and forecasts.
- Conduct earned value analysis and provide insights into schedule and cost variances. Develop commodity curves to visualize and optimize the allocation of resources.
- Review project contracts thoroughly, understanding terms, conditions, and obligations. Collaborate with operations and procurement teams to ensure contracts align with project goals and objectives.
- Monitor contractor/vendor performance against contractual obligations and key performance indicators. Identify potential risks or issues and work with stakeholders to address them, ensuring compliance and minimizing contract-related risks
- Evaluate proposed changes to project scope, schedule, or budget. Conduct impact assessments and present findings to change control boards for decision-making.
- Facilitate the implementation of approved changes, ensuring all relevant stakeholders are informed. Update project documentation, schedules, and budgets to reflect approved changes accurately.
- Ensures project records are collected in a timely manner and in accordance with the project handover plan
**Education, Experience, and Skills**
Post-secondary degree/diploma in Engineering, Construction Management or related field with** 3-5 year**s of experience, ideally in the construction industry. Advanced working experience with Primavera P6, Procore, Microsoft Excel and/or other relevant construction project management software.
