**Job Description**:
**POSITION PURPOSE**

This position is responsible for assessing current state and researching, planning, coordinating, and implementing digital twin systems for the department including liaising with operational business teams to review processes, understand key metrics and operational data. Assesses new approaches and technologies and leads the development and implementation of digital twin in coordination with stakeholders and technology teams. Monitors digital twin completeness, currency, and quality as part of ongoing program management to meet departmental needs. Assists with continuous improvement, change management, and communication of the program business plan.

**MAJOR RESPONSIBILITIES**
- Collaborates with stakeholders and follows the corporate strategic leadership, planning and direction related to this function.
- Leads Public Works advancement of the digital twin vision, goals, policies, and procedures.
- Monitors strategic plans and roadmaps to identify business transformations to supported by digital twin technologies.
- Provides guidance to staff on system issues and monitors the implementation of digital twin related projects and support work.
- Leads the research and analysis on issues and trends for management to make informed program and policy decisions.
- Partners with stakeholders to support and facilitate execution of digital twin and other initiatives.
- Coordinates with stakeholders to integrate with operational systems to support real-time and near real-time situational awareness and data driven decision support systems.
- Oversees preparation of reports, presentations, business cases and briefing documents.
- Proposes and implements action plans for tracking, analyzing, and reporting return-on-investment of program and supports auditing, process auditing and/or continuous improvement initiatives.
- Supports the procurement processes and contract requirements.
- Manages the analysis of user requirements and generation of alternative approaches to system design, preparation of system prototypes for user consultation, and design, development, testing, modification, documentation, and implementation of the system.

**QUALIFICATIONS**
- Successful completion of a University Degree in Computer Science, Engineering, Information Technology, or related field or approved equivalent combination of education and experience.
- Minimum of three (3) years’ demonstrated experience in technology project management and improvement initiatives, business planning, policy development and implementation, and procurement, and a minimum one (1) year of direct supervisory experience.
- Knowledge of digital twin concepts and digital/technology/data management techniques.
- Knowledge of public works operations and related systems.
- Project Management Professional Designation or equivalent.
- Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area, and to develop and implement change management plans.
- Excellent interpersonal skills and ability to connect with a range of internal and external stakeholders while focusing on fostering collaborative work relationships.
- Demonstrated knowledge of relevant Standards, Acts and Regulations.
- Demonstrated ability in the Region's leadership and core competencies.
- Strong communication, influencing and presentation skills with a strong customer focus.
- Ability to travel to offsite locations in a timely and efficient manner, as required.
- Ability to work outside regular business hours, as required.
