In accordance with the Mission, Vision and Values, and strategic directions of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA’s Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

The Manager is an integral part of HR supporting the goals of each team. Mentors and coaches colleagues by providing DM guidance and direction, actively supporting employee development and providing real-time feedback, group in-service education and individual consultation on complex cases. Investigates and resolves consistency issues and collaborates with the Executive Director. Leads or provides key feedback in the development and implementation of policies, procedures and programs; manages the planning, implementation and evaluation of projects and process improvement initiatives to deliver on business goals and to align HR practices with the overall goals and objectives of PHSA. Responsible for the practice of DM staff, evaluates DM staff and services, and provides performance feedback.

**What you’ll do**
- Provides leadership internally to HR colleagues to build a solutions
- and knowledge-based agile HR team through coaching, guiding and modeling key behaviours/strategies to encourage dialogue, problem solving and resolution to workplace issues. Leads the related COP and Case Conferences Reviews through regular meetings and continuous communication. Creates space for growth, expression of differing viewpoints, exploration of new approaches, learning through others, and facilitates cooperative decision-making in order to support excellence through knowledge. Identifies and connects the expertise and knowledge within HR in developing options and evaluating potential risks and their probability of occurrence in order to determine best option within the mandate of PHSA. Assists team members to define shared and individual goals, meet target dates and ensure alignment of team goals with operational partner’s needs. Maintains own knowledge and keeps fully up-to-date and abreast of the regulatory and legal compliance issues.
- Negotiates, facilitates consensus and influences on behalf of PHSA with external parties such as provincial union representatives on collective agreement changes, disputes and PHSA process changes with organizational wide implications; HEABC on grievances, collective agreement and legislation implementation, and interpretation issues; WorkSafeBC regarding commitments, reporting targets and impacts; and Ministry of Health and Health Benefit Trust/Great West Life. Oversees and/or presents at 3rd party hearings by performing duties such as researching case law, prepares employer’s position, prepares witnesses, participates in mediation and acts the instructing client.
- Represents HR both internally and externally at management meetings, provincial/industry committees and working groups, and other forums. Cultivates relationships with colleagues in the other HA. Develops and maintain a consultative, problem solving approach using the expertise within HR that leads to sustainable resolutions to workplace issues that align with the goals of operations.
- Develops, maintains and evaluates related guidelines, policies and procedures, and processes. Leads the development and implementation of related strategic directions in consultation with the Executive Director. Designs, creates and implements educational opportunities, training curriculum, information updates and direction/calls to action. Maximizes utilization of the available sources of information and data both internal and external to the organization. Develops and maintain a consultative, problem solving approach using the expertise within HR that leads to sustainable resolutions to workplace issues that align with the goals of operations.
- Oversees or takes conduct of files or related cases that are complex and/or politically-sensitive with significant cost/risk for PHSA and/or industry implications by carrying out a leading role in the analysis of the current situation including the history, fact-patterns and the future requirements of the area, initiating the development of specific goals and objectives and setting priorities for planning and implementing strategies.
- Models and fosters a safe and supportive team environment that exhibits authentic and sincere behavior based on trust and mutual respect. Within a matrix reporting relationship, is responsible for the practice of DM staff and provides performance feedback, coaching and mentorship. As requested, collaborates on recruitment, development/learning plan, performance evaluations, and discipline from a practice perspective. Supervises direct reports, and recruits staff and/or temporary employees/contractors; approves requests for vacation,
