The City of Richmond, BC is seeking a highly skilled and experienced Director, Police Services to lead the civilian police services supporting the Richmond RCMP Detachment. This critical role involves strategic planning, direction, and leadership, providing essential advice and support to the CAO, GM of Community Safety, and the RCMP Officer in Charge (OIC). Acting as a liaison with various stakeholders, the Director ensures effective collaboration between the City’s senior administration team, other policing jurisdictions, government organizations, and critical stakeholders.
The Director oversees a team of over 90 full-time employees and approximately 60 active Auxiliaries, assisting the GM of Community Safety in managing an operating budget of around $72 million. This role is responsible for diverse civilian services, including crime analysis, financial services, fleet management, IT, court liaison services, custodial services, records, victim services, crime prevention, youth and family services, community policing, and administrative support. The Director also assists in managing City and RCMP Capital and Operational Budgets, monitoring expenditures, addressing budgetary issues, and developing long-term plans to enhance police resources.
Key responsibilities include providing strategic advice on community issues, developing and implementing communication strategies, including crisis management plans, and collaborating with Human Resources on recruitment, performance management, workplace safety, training, and coaching. The Director represents the department in grievance hearings, arbitrations, and labor management meetings, and supports the Detachment’s Strategic Plan by advising and guiding managers and staff on complex labor relations, administrative, or technical issues. Additionally, the Director serves as a critical interface with the City Council, providing strategic advice, counsel, and guidance on issues impacting the community.
Qualifications for this position include a university degree in Public Safety or a related discipline, specialized training in Municipal Law and Regulation, Law Enforcement, and Community Safety, and a minimum of five years of leadership experience. A background in policing and public safety are definite assets, supplemented with extensive knowledge of RCMP legislation, regulations, policies, and procedures. Strong skills in strategic planning, conflict resolution, change management, personnel and collective agreement administration, leadership, financial administration, and experience in developing reports and delivering presentations are essential for success in this role.
An RCMP Enhanced Security clearance and a BC Driver’s License are required.
