**Permanent Full Time opportunity for a Tobacco and Vapour Enforcement Officer at Kamloops Central Health**

The Tobacco and Vapour Enforcement Officer is responsible for enforcement roles mandated by the BC Tobacco and Vapour Product Control Act and Regulation (TVPCA/R) and E-substances Regulation (ESR), which include preventing the sale, display and promotion of tobacco and vapour products to minors as well as protecting the public from the harmful effects of second and third hand smoke and vapour.

The Tobacco and Vapour Enforcement Officer achieves compliance with the TVPCA/R and ESR through implementation of a progressive enforcement strategy. The Tobacco and Vapour Enforcement Officer provides education to tobacco and vapour retailers; responds to complaints; delivers warnings and issues violation tickets; and testifies at hearings as required.

**Typical Duties and Responsibilities Include**:
1. Networks with retailers and provides materials and information to assist them in becoming familiar with their responsibilities under the TVPCA/R and ESR.

2. Assists retailers in staff training through consultations and providing resources and educational material.

3. Responds to complaints regarding regulations and health concerns including second hand smoke and vapour exposure and smoking and vaping in prohibited places, by conducting an investigation and following progressive enforcement approach.

4. Help select, age test and train Minor Test Shoppers. Schedules times with Minor Test Shoppers to conduct administrative and enforcement checks.

5. Conducts inspections and administrative/enforcement checks at tobacco and vapour retailers to ensure compliance with the TVPCA/R and ESR. Ability to analyze and interpret inspection results and determine compliance or corrective action using a progressive enforcement model, as required, including verbal and written warnings and violation tickets.

7. Informs other IHA staff of the mandate and objectives of the program and seeks their assistance in promoting these objectives; shares enforcement expertise with Environmental Public Health staff and provides support as needed.

8. Liaises with other stakeholders such as: Ministry of Health, other health authorities, Tobacco and Vapour Prevention and Control program team members, school districts and Worksafe BC; shares knowledge and ensures province-wide consistency in program delivery.

9. Provides information and education regarding the legislation and prevention of tobacco and vapour use by minors to the general public, community partners, other government agencies and local and regional officials as requested.

10. Keeps informed of current legislation, the Compliance Enforcement Policy Manual and other related health information regarding tobacco and vapour use. Ability to utilize discretion appropriately when enforcing regulations and interpreting guidelines.

The shift times for this position are 08:00 to 16:00 with the days of work being Monday to Friday.

Baccalaureate degree in a health or social science related field, two (2) years’ recent, related experience in regulatory enforcement or an equivalent combination of education, training and experience.

Current, valid BC Driver’s License.

Must be eligible for designation by the Minister of Health as an enforcement officer pursuant to S.3(1) of the Tobacco and Vapour Products Control Act.
