Vancouver, Canada PHSA Full time

**Manager, Indigenous Employee Experience**

Corporate Services - People and Culture

Greater Vancouver or Vancouver Island Region preferred

You are an Indigenous leader who works from a collectivist, decolonized leadership perspective and approach. Your dedication to building programs that support Indigenous communities and individuals is well-known, and you are comfortable leading an internal Indigenous employee network and walking alongside Indigenous employees who may be experiencing harm.

As an advocate, you have experience working with senior colleagues to uphold accountabilities and responsibilities to eliminate Indigenous-specific anti-racism and hardwire cultural safety and humility. You are also committed to building and tracking metrics to measure the impact of various programs and initiatives. Your natural team-building skills enable collaboration and the development of partnerships that mutually support systems transformation, leading-edge initiatives, and the removal of barriers to equity and access.

PHSA upholds the Declaration on the Rights of Indigenous Peoples Act and the work of Governments in cooperation with Indigenous Peoples to establish a clear and sustainable path to lasting reconciliation. Reconciliation is an ongoing process and shared responsibility; PHSA is committed to creating opportunities to implement the legislative obligations and provincial commitments to Indigenous Peoples found in the foundational documents (including the Truth and Reconciliation Commission final report).

**What you’ll do**

The Indigenous Employee Experience Manager reports to the Director of Indigenous Recruitment & Employee Experience and is responsible for overseeing the development of internal programs to support a thriving Indigenous employee community at PHSA. This position will build and support a team to provide culturally safe support and guidance to Indigenous employees who may be experiencing or witnessing Indigenous-specific racism in the workplace and lead the development of an Indigenous experience-related programming. As a member of the Indigenous Recruitment & Employee Experience team, this position works in partnership with Indigenous Health in working towards eliminating Indigenous-specific racism and hardwiring Indigenous Cultural Safety and Humility across PHSA and the health system, with a primary focus on Indigenous employee and applicant experience.

High-level duties and accountabilities include the following;

- Supports and leads team to provide a culturally safe, anti-racist, non-judgmental space for Indigenous employees to voice their concerns, tell their stories and ask for help/guidance in navigating options/next steps within People and Culture.
- Works in collaboration with, and as a member of, the Indigenous-Specific Racism and Discrimination (ISRD) Review Team to determine appropriate action and level of violation of the ISRD for PHSA Staff policy.
- Supports, and at times leads, investigations into Indigenous employee concerns that may be identified or shared through Respectful Workplace or other processes and avenues.
- Develops, vets and monitors a province-wide (by region) list of culturally safe Elders, restorative justice practitioners and other Indigenous facilitators, as well as external investigators with well-developed anti-racist lenses who may be called to work with individuals, teams or groups to resolve conflict and provide relational accountability/healing.
- Works closely with Indigenous Health, People and Culture Business Partners and the Respectful Workplace Practice Lead and other Indigenous programs in PHSA to establish and implement procedures, guidelines and policies and provides feedback on the effectiveness and direction of such policies based on feedback from Indigenous employees and Indigenous leadership.
