**ABOUT TPL**

shape and guide its work and, with Torontonians at the centre of the plan, strive to build more

We are looking for public sector leaders who can be change agents and collaborators to help us
support the ongoing transformation of these important services and build organizational capacity
for innovation.

**THE POSITION**:
Reporting to the Director of Finance & Treasurer, the Manager, Budget & Financial Reporting
coordinates and prepares extensive and detailed documentation required for the Library’s operating
and capital budgets and supports the information requirements for the review and approval process
at the City of Toronto. They will monitor, analyze, forecast and report monthly on financial results,
which are timely, accurate and complete, for the operating and capital budgets. The Manager will
make recommendations on strategic and corrective actions to manage budget prioritization and
spending while working closely with the TPL Senior Management Team and senior staff, and the
City’s Financial Planning Division.

The role of Manager, Budget & Financial Planning is a critical position demanding a unique
combination of financial management and leadership experience. Your background includes hands
on budget management experience, preferably within a government environment, as well as
experience leading a team of professional staff. You thrive in a fast paced, client service and multi
- stakeholder environment; have a high sense of urgency combined with a positive attitude; and a
strong commitment to public service. You are well known as an outstanding writer with an ability to
communicate complex financial and other information in a clear and concise manner to various
audiences.***

Under the general direction of the Director, Finance and Treasurer, or designate, the Manager is
responsible for planning, managing, implementing and evaluating all budgeting and reporting
methods, systems and procedures for the library system, while supporting innovative, efficient and
high quality library service.

**DUTIES**:
Manages the planning, development, co-ordination, analysis, presentation and
implementation of TPL’s annual capital budget of over $50 million and operating budget of
over $230 million, involving multiple stakeholders.

Develops financial reports, which are timely, accurate, clear and complete, and
communicates financial results to key stakeholders including the Library Board, TPL’s
management, staff and the City of Toronto.

Acts as the key liaison person with the City of Toronto regarding all budgeting and funding
matters.

Monitors the budget spending and revenues, prepares analysis, including forecasts, and
regular budget variance reports for management and the library system.

Conducts regular meetings with management staff across the organization to review
financial results and forecasts, and recommends corrective action where appropriate.

Initiates and maintains reporting systems designed to ensure that operating performance
can be accurately measured and evaluated, and meet stakeholder needs.
