Position Summary
This position demonstrates the City’s ongoing commitment to equitable and diverse representation in the workplace.
This position coordinates the provision of residency programs and prepares space to support arts and culture related community activities at City operated facilities including Neil Balkwill Civic Art Centre and City Square. The position also leads or supports the development, delivery, and evaluation of a wide range of community-based programs and projects in alignment with the Regina Cultural Plan. This position reports to the Coordinator, Cultural Development and supervises program and contracted staff.
This Community Consultant position is essential to Community and Cultural Development because it allows for a needed Indigenous community lens to facilitate project implementation aligned with the Truth & Reconciliation Calls To Action, The Cultural Plan, and Civic Arts & Cultural Collections Policy. Duties will include the Indigenous Artist in Residency Program, the MMIWG2S+ project, and working with the community to amplify the voices of Indigenous Artists and the Indigenous artistic and cultural presence in our community. Duties & Responsibilities
Ensures that event and program plans are supported in accordance with the respective schedules, safety standards and that the space is prepared for all activities.
Develop and maintain new and on-going partnerships with arts and cultural community-based organizations for the delivery of programs and services to the public and to ensure efficient facility utilization.
Provides support and advice for the coordination, development, implementation, support, and evaluation of a wide range of arts and cultural programs, events and services for the Department.
Responsible for coordinating the research and investigation of new trends as they relate to placemaking, including program development, program delivery and facility management through the identification of the needs of the citizens of Regina.
Coordinate, promote and implement strategies to maximize participation, revenue generation, and facility utilization through marketing programs and strategies, and through the provision of programs and services.
Manage Service Requests related to the operation of assigned facilities, programs, and services.
Supervise, recruit, train, schedule, and evaluate performance of staff, including supervising contracts.
Assist in the development of the branch work plan; and coordinates, develops and implements short and long-range individual work plans.
Assist with the coordination and planning of facility maintenance, and capital improvements.
Approves requisitions, expenditures, and other transactions within the limits of authority; monitors annual operating expenditures and revenues and reports variances; and assists in preparing capital or operating budget submissions, as required.
Develop, implement and evaluate policies and procedures which ensure the fair, efficient and effective utilization of facilities and program operation.
Co-ordinate and ensure the collection and analysis of program data and submits statistical and evaluation reports.
Ensure implementation and adherence to approved civic policies and practices related to the safe, effective and cost-effective aspects of assigned work operation.
Provides service delivery that factors a working knowledge of the Truth and Reconciliation, Calls to Action pertaining to Arts & Culture.
Facilitates project implementation and support aligned with the Cultural Plan and Civic Arts & Cultural Collections Policy mandates in a team setting and independently.

Knowledge of needs assessment and strategic planning principles and practices, with demonstrated ability to implement sound community and cultural development processes.
Knowledge of participation processes, group facilitation, team building, and group dynamics.
Ability to research, analyze, and summarize reliable information and determine action required.
Ability to communicate ideas and concepts effectively in oral and written form to a variety of audiences including formal public presentations, written reports, and the development and delivery of training and resource materials.
Ability to establish and maintain effective working relationships and to work cooperatively with staff, peers, supervisors, volunteers, elected officials, and the public.
