The Professional Institute of the Public Service of Canada, a national union representing some 70,000 professionals and scientists throughout Canada, requires a Team Lead, Consultation for its National Office in Ottawa.

What can I expect to do in this role?

Under the supervision of the Manager, National Policy Office, the Team Lead, National Policy provides functional leadership and guidance to national policy representational staff and provides labour relations representation and advice to the organization on Institute-wide national policy matters and to members on matters of individual and collective represent

Primary responsibilities:

Represent and advise the Institute and support members, groups of members, and stewards in accordance with all applicable federal and provincial legislation, collective agreements, policies, directives and guidelines, and employment benefits plans.

Review, develop, promote and facilitate the implementation of Institute positions with respect to national policy and group wide issues. Develop and implement communications strategies to raise awareness of these issues.
Establish priorities and deadlines and ensure efficient and timely service and quality control.

Provide functional guidance through coaching and direction on more complex assignments, monitoring complex files, and ensuring consistency in approach and adherence to procedures and guidelines. Assign and distribute work to national policy representational staff. Recommend overtime, leave, and similar requests.

Participate in staffing processes and assist the manager in onboarding and training of new staff.

Advise and represent the Institute and members in formal and informal labour relations issues and processes including before third party tribunals and in the context of arbitration, grievances, mediation, facilitation, complaints, and conflict coaching

Review, develop and facilitate the implementation of templates, materials, communications, tools and resources to support labour relations staff and stewards in addressing individual matters pertaining to national policy and group wide issues.

Ensure labour relations staff are kept abreast of Institute positions and promote consistency in approach in addressing individual matters as they relate to national policy and group-wide issues.

Participate and represent the Institute on public service wide labour management committees, national working groups, national committees and other fora.

Negotiate agreements and settlements on behalf of the Institute, individual members, or groups of members on a full range of national labour relations matters.

Analyze and research jurisprudence, applicable legislation, employer policies, and collective agreements. Communicate the criticality of the impact of this information in the development of national policies.

Provide advice, guidance, and information to management and internal and external clients on relevant labour relations topics and sensitive issues.

Conduct appropriate research and prepare all relevant documentation and individuals for formal proceedings on assigned labour relations case.

Provide advice and assistance to members and stewards who represent the Institute on various formal committees. Participate in the coaching and development of stewards in their roles as representatives and attend meetings when required.

Conduct or assist in training sessions and promote positive communication, information sharing, and best practices to develop and maintain a qualified steward network.

Ensure all relevant member case information is created, updated, and maintained in the Institute’s data management systems.

Contribute to corporate knowledge and communications by providing articles, case summaries, and other related reports with respect to labour relations matters.

Participate in multi-disciplinary teams assigned to special projects and work collaboratively with employees in other sections.

May be requested to undertake other related duties as required.

Knowledge and Experience Requirements

Education / Experience:

A university degree in labour relations or a related discipline, and
Five (5) to eight (8) years of progressive and related experience in labour relations, or
An equivalent combination of education and experience

Language requirement:

Fluency in both French and English is preferred

Skills and experience required:

A thorough knowledge of the authorities governing employer / employee relations in the federal public service of Canada and other jurisdiction in which institute members are employed
Experience in the labour relations field, in handling complaints and grievances, interpreting collective agreements and in representing individuals before third parties such as arbitration boards
Experience advising and counseling members on their employment rights
Experience representing and advocating for members in front of the Employer and/or third parties, including at union management consultation meetings.
Experience conducting interviews with members and stakeholders
Experience participating in meetings and information sessions.
Experience conducting research, preparing and reviewing recommendations for national policy matters related to labour relations.
Experience reviewing, verifying and preparing reports and correspondence for record keeping, file maintenance using an electronic database system

Compensation Package

Salary Range: $119,865 to $149,830 (G8)

Vacation (4 weeks/year) and other generous paid leave
Paid time off from December 27th to 31st

Note
Preference will be granted in accordance with the Collective Agreement for the IAM local 3011 bargaining unit.
