**Position Purpose**

This position is responsible for implementing and operating data services to collect, manage, integrate, share and reuse high quality data to inform strategic decisions and support the delivery of Town of Georgina’s strategic priorities. The Data Analyst - GIS will also develop, maintain and support corporate spatial and tabular data from a variety of sources, data visualization services, predictive and process modelling. **_For full details, please see attached job description._**

**Minimum Qualifications**

Four (4) year University Degree in Geomatics, Statistics, Geography, Economics, Mathematics, Computer Science, Data Science, Business Administration or a related field; four (4) years of proven experience in GIS, data management, developing data analytic and business intelligence solutions, and web/e-government solutions; two (2) year in developing business requirements through a data analytics lens; experience in SAS or SPSS, SQL, Tableau and similar enterprise systems in the context of reporting and data extraction as well as integrating GIS solutions with other business systems using FME or other integration platforms and data warehousing and business intelligence tools and platforms including cloud, on premise and hybrid environments. **_For full details, please see attached job description._**

**PRIMARY FUNCTION**:
This position is responsible for implementing and operating data services to collect, manage, integrate, share and reuse high quality data to inform strategic decisions and support the delivery of Town of Georgina’s strategic priorities.

The Data Analyst - GIS will also develop, maintain and support corporate spatial and tabular data from a variety of sources, data visualization services, predictive and process modelling.

Direct: Supervisor of GIS and Data Analytics

Indirect: Manager of Information Technology Services

**DIRECTION EXERCISED**:

- Provides advice, guidance, instructions to co-op students, contractors and vendors as requested/required.

**WORKING PROCEDURES**:
**ITS Administration Functions**
- Designing, delivering and maintaining GIS enterprise-wide / in-production analytic solutions;
- Developing, evaluating and refining analytic models to inform strategic decision making through data visualization, business intelligence and predictive analytics services;
- Extracting, transforming and analyzing data from multiple data sources, ensuring data quality and integrity is maintained from source to the final output;
- Developing and deploying algorithms using advanced statistical and mathematical methods;
- Developing, maintaining, and updating the Town of Georgina’s GIS spatial data stored in File Geodatabases and SQL databases;
- Developing and maintaining a data catalogue identifying what Town of Georgina collects and creates and how it is used;
- Developing, maintaining, and enhancing metadata used by both technical and business teams through data quality assessments;
- Identifying areas for data quality improvements and supporting business in developing solutions to systematically resolve issues;
- Plans for the implementation of technologies, business system integrations and methods for use within the operations of the organization;
- Acts as a project lead in planning, coordinating and controlling automation related projects for the municipality, including submitting project milestones and status reports, post implementation reviews and project conclusion reports;
- Recommend policies, assess division-level operating policies, procedures, work systems, methods and standards and report on division performance taking corrective action where necessary;
- Prepares, obtains client approval and executes detailed project implementation plans fulfilling user requirements, including liaising between the client department and client agency, budgetary and scheduling responsibilities and project, milestone and status reporting.
