**Job Summary**
The Park Facility Coordinator is responsible for leading park facility capital projects, identifying capital investment priorities and developing facility management plans for critical park infrastructure.

**Qualifications**
- Degree in Park or Natural Resource Management, Environmental Sciences, Architecture or related field plus 3 - 5 years’ experience coordinating the design and construction of park facilities.
- Must possess a valid BC Driver’s Licence.

**Typical Duties and Responsibilities**
People working in this role can expect to be responsible for performing the following duties. This list is not meant to be comprehensive and other related duties similar in scope and complexity may be performed.
- Provides capital investment recommendations for park facilities to meet strategic recreation goals and park management plan commitments, promote sustainable service delivery, and align with CRD Board priorities.
- Assists with the development of short and long term design and development plans for critical park infrastructure (including dam, bridge, and building infrastructure).
- Coordinates capital projects, including the construction or new infrastructure or the rehabilitation of existing infrastructure, from project initiation to completion.
- Leads procurement processes and coordinates the tendering of capital projects, evaluates and recommends contract awards.
- Tracks contract progress, monitors contractor performance, and overseas the administration of contract budgets, with an emphasis on efficient contract delivery.
- Oversees construction projects, ensuring projects are delivered effectively, adhere to CRD’s policy on the protection and conservation of archaeological resources, and meet environmental standards and facility development best practices, including universal accessibility standards.
- Establishes project cost estimates and controls, conducts cost/benefit analyses.
- Coordinates the preparation of conceptual plans, detailed design plans and specifications, and construction ready drawings, in collaboration with CRD engineering services.
- Provides input into impact and risk assessments, including the identification of regulatory requirements for major park infrastructure.
- Provides expertise on major park infrastructure maintenance management practices.
- Conducts site visits and condition assessments, compiles site inventories and asset lifecycle data analyses.
- Assists project teams in preparing park facility plans and supports the development of asset management plans for major park infrastructure.
- Participates in First Nations, government, and public engagement processes for facility planning initiatives in collaboration with other CRD staff.
- Prepares draft staff reports.
- Follows all policies, procedures and standards of the CRD.
- Performs other related duties as required.

**Knowledge, Skills and Abilities**
- Experience using asset criticality in capital planning and infrastructure financial forecasting processes.
- Experience coordinating complex facility projects, with a proven track record to plan, initiate, and complete large, high value projects.
- Experience using contract management tools, techniques, templates, and processes.
- Working knowledge of engineering and construction techniques in park facility development.
- Knowledge of civil and structural engineering components and landscape design principles and concepts.
- Experience with infrastructure and facilities maintenance management.
- Knowledge of asset management principles and practices.
- Knowledge of impact assessments, land-use planning, and outdoor recreation management.
- Knowledge of environmental protection regulations and other associated laws as they relate to park facility planning and construction.
- Experience using AutoCAD and geographic information systems, with a good knowledge of current survey and data capture techniques.
- Proficiency and experience with word processing (MS Word), spreadsheets (MS Excel), presentation (MS PowerPoint), MS Project, SharePoint, GIS and AutoCAD software.
- Excellent communication (verbal and written), interpersonal and customer service skills are required.
- Ability to establish and maintain effective and harmonious working relationships with internal and external clients.
- Ability to work effectively, efficiently dealing with multiple priorities.
- Ability to facilitate and conduct effective meetings with strong time management and negotiation skills.
