**Summary of Duties**:
Reporting to the Manager, Human Rights, the Workplace Investigator conducts workplace investigations and provides guidance on human rights, respectful workplaces, workplace violence prevention, and dispute resolution/restoration.

**Work Performed**:

- Conduct confidential, trauma-informed workplace investigations under the Respectful Workplace Policy, Code of Ethics, and Workplace Violence Prevention policies, including completing preliminary assessments, interviews, reviewing and analyzing evidence, and preparing comprehensive reports with findings and conclusions.
- Conduct confidential intake meetings as required.
- Assist other Workplace Investigators with peer review and ensure all files are accurate, well documented and stored confidentially.
- Ensure investigations meet the Corporation’s legal duties, including the duty to provide procedural fairness.
- Ensure investigations are completed within established timelines and in accordance with the Corporation’s formal investigation policy and procedure.
- Provide regular status updates to affected parties.
- Share access to resources for complainants and respondents (i.e., Employee Assistance Programs and community supports).
- Consult with the Manager, Human Rights about complaints that may require referral to external investigator.
- Demonstrate a commitment and adherence to Health and Safety legislation and programs; actively promote a culture of physical and psychological safety.

- Implement and facilitate complaint resolution mechanisms including facilitated discussions, mediation, coaching and counselling.
- Encourage and support employee participation and commitment to workplace restoration and culture assessments to build team performance across the corporation.
- Demonstrate commitment to anti-racism, anti-oppression, and human rights, through practices and interactions with employees and individuals and support programs that reflect this commitment.
- Support and advise people leaders on respectful workplaces including handling and processing incidents and complaints.
- Provide advice, interpretation, and information to various individuals on appropriate workplace behaviour, complaints, and violence prevention.
- Assist People Services with the development of training on applicable Human Rights policies.
- Identify and recommend internal controls in the form of policies, procedures, practices in relation to supporting a respectful workplace; ensure internal controls are implemented, monitored and reported on specific to the unit.

- Contribute to strategic initiatives for the Enterprise Supports Service Area.
- Implement mediation/resolution measures for a respectful workplace.
- Cultivate strong relationships enterprise-wide in the Corporation, communicate diplomatically and professionally with individuals at all levels.
- Support the development of policies, procedures, processes, and tools needed to increase efficiencies and improve the effectiveness of services provided by the Human Rights unit.
- Monitor and stay informed of best practices and developments in applicable law.
- Implement strategies to track performance measures for unit deliverables, using appropriate data collection and analytics.
- Prepare reports for Council and various Committees as required.
- Perform related duties as required.

**Qualifications**:

- Completion of a university degree or diploma in Human Resources, Law, Psychology, Social Work, or related disciplines combined with three to five years progressive experience conducting workplace investigations, including investigating workplace harassment and bullying, discriminatory harassment, sexual harassment, racial discrimination, and other complex investigations or an equivalent combination of education and related professional and lived community experience.
- Experience working in a multi-union environment, preferably within municipal government or other public sector environments.
- Specialized training in dispute resolution, workplace investigations and trauma-informed practices is an asset.

- Demonstrated knowledge and experience of relevant legislation as well as diversity, equity, human rights, and anti-racism theory and practices and an understanding of the area’s programs and services and how the work of the area aligns with the objectives of the unit.
- Ability to be a trusted advisor and/or advocate in sensitive and/or emotionally charged situations.
- Demonstrated perseverance and resilience in addressing and escalating as required, challenges and emergent issues.
- Ability to perform duties in a trauma-informed, sensitive, and diplomatic manner.
- Demonstrated ability to be empathetic and impartial.
