Department Contract Specialist- Job Number : 45346Reporting to the Director of Department Strategy, the Department Contract Specialist is responsible for providing contract management support for ten Branches across both the Office of the City Manager and Financial & Corporate Services Departments. Working alongside Contract Specialists within the team and others across the Corporation, this position will support business areas by maturing contract management practices in both departments by improving processes, tools and systems.

This role will require demonstrated skills in developing trusted relationships with business areas and/or suppliers and facilitating discussions with client branches about their contract management needs including strategy, initiation, negotiation and dispute resolution. As the Department Contract Specialist, you will exercise the highest level of judgment, diplomacy and confidentiality with respect to contract and supplier management processes.

- In collaboration with client branches, strategize and lead the implementation of new contracts, including formal contract kick-off meetings
- Develop the contract management plan for high risk contracts in collaboration with client branches
- Provide strategic advice to leadership, including Branch Managers, Directors, or Program/Project Managers throughout the contract lifecycle
- Develop standardized reports and issue status updates to stakeholders on the performance of each contract or portfolio of contracts
- Consult with Department/Branch partners including Corporate Procurement and Supply Services, Legal Services, Open City & Technology, Employee Services or other Corporate partners to resolve contractual disputes as appropriate
- Manage and monitor contractual budgets and related financial information, working closely with Branch Managers, Directors, or Program/Project Managers
- Work proactively with client business areas, and other leaders to establish and maintain stakeholder and supplier relationships to identify and minimize risk, and maximize the value of the contract, particularly for high-risk and complex contracts
- Lead and supporting client branches in resolving disputes as they arise, establishing dispute resolution strategy and executing
- While working closely with client branches to perform contract completion tasks and financial closeout
- Monitor compliance within the contract management process and works to identify areas of non-compliance in contract management activities within the client branches of Financial & Corporate Services and/or Office of the City Manager
- Perform additional related duties as required
- Qualifications:

- Bachelors or higher degree (related discipline) in public administration, public policy, supply chain, business, or procurement and 4 years relevant full-time work experience, including at least three (3) years experience in a corporate centralized supply chain environment performing end to end contract management responsibilities (public or private)

OR
- Two-year post-secondary diploma OR associate degree (related discipline), in public administration, public policy, supply chain, business, or procurement and 6 years relevant full-time work experience, including at least three (3) years experience in a corporate centralized supply chain environment performing end to end contract management responsibilities (public or private)
- Equivalencies for education and experience will be considered
- Two years experience in public sector contract management is very desirable
- A Certified Public Procurement Officer (CPPO) certification or CPP (Certified Procurement Professional) from the Universal Public Procurement Certification Council (UPPCC) or equivalent would be an asset
- Experience in public sector supplier performance management is very desirable
- Experience in project management is very desirable
- Experience or coursework on Canadian Procurement Law or Contract Law is considered an asset
- Knowledge of change management is an asset
- Demonstrated strong analytical, critical thinking, decision-making and problem-solving skills are required
- Excellent listening, verbal and written communication skills with the ability to lead and facilitate meetings with business areas and suppliers is required
- Perform work with a high degree of accuracy and completeness of files and documentation
- Demonstrated ability to adapt to rapidly changing situations and conflicting priorities while maintaining a high degree of professionalism
- Highly independent and the ability to take initiative and be resourceful
