The Real Estate branch combines real estate and land development expertise to create synergies across a diverse portfolio: we own, lease, maintain and operate the City’s inventory of real property (land, buildings and facilities). Our branch provides expert real estate services to the corporation and integrates multiple interests so that Council can achieve its vision.

The Land Development section functions as a land developer on behalf of the City of Edmonton by making investments into enterprise and surplus City owned land that is not required for municipal purposes to increase its financial and social value, before sale. To complete this work, we carry out the full range of land development activities from due diligence and planning to construction. Our team manages a diverse portfolio that includes greenfield residential, mixed-use, commercial and industrial land; surplus land; surplus school sites and many more. We also provide expert land development support, advice and recommendations to areas throughout the corporation.

This position will report directly to the General Supervisor of Land Development Delivery. This position will provide administrative and contract support, and provide procurement expertise to deliver on a wide variety of land development projects and support the Real Estate Branch vision. You will utilize your excellent communication skills, find resolution to issues while being responsible for creating, maintaining and managing the Real Estate Branch’s contracts throughout their full lifecycle, with a focus on Land Development.

- Support the Facility Land Inventory Management Sections within the Real Estate Branch to track and manage their existing and new contracts, develop scope and evaluation plans (including proposal questions) for new contracts, and provide advice and expertise in relation to procurement, contract management, delegation & expenditure authority
- Work closely with Corporate Procurement & Supply Services (CPSS), establish sourcing strategies that align with Corporate/Departmental policies, procedures, guidelines, public procurement laws, rules and regulations
- Create, manage, track and maintain information related to First Place Program sales agreement records while collaborating with Alberta Land Title Registry, legal and sales staff
- Discuss contract management needs with Leadership and Project Managers
- Develop contract management plans in collaboration with Leadership and support from the team
- Monitor and manage stakeholders throughout the contract lifecycle including performance data, address non-conformance including risk management
- Lead contract renewal and any amendments and change order processes with the support of Project Managers and Leadership
- Work proactively with business areas, and other leaders to establish and maintain stakeholder and supplier relationships to identify and minimize risk, and maximize the value of the contract, particularly for high-risk and complex contracts

**Qualifications**:

- Bachelors or higher degree (related discipline) in public administration, public policy, supply chain, business or project management and four (4) years of relevant full-time work experience, which include a minimum of three (3) years in a corporate centralized supply chain environment performing end to end contract management responsibilities, **OR**:

- Two year post secondary diploma or associate degree (related discipline) in public administration, public policy, supply chain, business or project management and six (6) years of relevant full-time work experience, which include a minimum of three (3) years in a corporate centralized supply chain environment performing end to end contract management responsibilities
- A Certified Public Procurement Officer (CPPO) certification or Certified Procurement Professional (CPP) from the Universal Public Procurement certification Council, Supply Chain Management Professional designation (SCMP) or Equivalent is an asset
- Excellent knowledge and understanding of procurement and contract management practices, policies, procedures, Canadian Procurement Law, tender/contract law, and trade agreements
- Ability to determine procurement/contract management strategies which are appropriate to requirements for existing and new contracts
- Ability to plan and lead contract negotiation process and the ability to consider impacts to the Section, Branch and corporation
- Ability to execute assignments that are complex, comprehensive, and requires extensive independence of action and judgement
