Homeward Trust embraces the Housing First philosophy. This philosophy follows the principles of finding housing accommodations first and then establishing the supports required by the client to remain in a home. Homeward Trust Edmonton’s programs involve both housing (capital project funding, property management and sourcing access to new or existing units for client use) and supportive services to individuals in or seeking access to housing programs.

**Position Summary**

Reporting to the Director of Supportive Housing, the Manager, Congregate Sites is primarily responsible for the oversight and development of Supportive Housing, Short-Term Supportive Housing and Bridge Housing programs funded under the A Place to Call Home: Edmonton's Updated Plan to Prevent & End Homelessness. Congregate Site Programs are for people who have experienced homelessness or housing insecurity and it combines affordable housing with on-site support specific to the needs of its residents. HT contracts community agencies to operate Congregate Site programs at different sites around the City of Edmonton.

The Manager, Congregate Sites is responsible for providing administrative leadership, guidance, and support to the community services agencies contracted to operate congregate site programs. The primary focus of this role is to ensure quality administration, training, reporting, and operations at all levels through oversight of the Supportive Housing Standards.

The Supportive Standards create an integrated framework for the successful operation of supportive housing. The framework provides a holistic picture of the criteria that community service agencies need to demonstrate they can meet or, if operational, are already meeting.

This is a management position that has direct reports related to training, program coordination and cultural programming. This position will also work closely with external teams that are contracted to deliver programs. Homeward Trust leads and coordinates efforts to end homelessness in Edmonton, and as such this position provides leadership, direction, and support to the efforts of a number of external agency operators, without managing these teams directly.

**Duties & Responsibilities**
- Quality Assurance of Supportive Housing Standards_
- Ensuring quality administration and operations of Congregate Sites by setting up a proactive quality assurance process for all policies, standards and contractual obligations which include the following key activities:

- Engagement of community service agencies to understand barriers and opportunities.
- Implement audits of compliance of supportive housing standards.
- Develop, deliver, and facilitate educational opportunities.
- Issue notices of action, where required, to ensure compliance.
- As needed (interim basis), manage supportive housing program operations
- Providing a fair, transparent, and safe process to receive, consider, and respond to complaints, both from Congregate Site participants and community around the sites.
- Outlining community services agencies’ operational requirements, including adherence to the supportive housing standards and Good Neighbor Commitment, in detailed contracts.
- Ensuring the philosophy and values of Edmonton’s 10-Year Plan are reflected in practice, including: Housing First, harm reduction, client choice, and recovery orientation.
- Escalating, documenting, and resolving substantial performance or practice issues identified within individual programs, or across multiple teams.
- Implement new tools and refine existing tools and mechanisms that support operators of supportive housing sites.
- Congregate Site Programs Leadership_
- Building partnerships that will improve the ability of funded programs to support clients. This includes formal partnerships and agreements with mainstream systems, as well as brokering access to available supports on behalf of agency operators.
