The Quality Assurance Measures Compliance Officer builds positive working relationships and engages with internal and external stakeholders to promote quality assurance.

Working in collaboration with the Complex Special Needs Team, the Quality Assurance Measures Compliance Officer will be responsible for ensuring Outside Paid Resources (OPR’s) are compliant with Quality Assurance Measures (QAM), in accordance with
_Services and Supports to Promote the Social Inclusion of Persons with Developmental Disabilities Act, 2008_.

KEY RESPONSIBILITIES:
Ensuring Compliance of OPR’s:

- Leads, audits, reviews and monitors the implementation of QAM compliance
- Maintains current knowledge of regulatory requirements and developments
- Monitors risk and identifies potential areas of compliance vulnerability and risk
- Where deficiencies have been noted, verifies the adequacy of plans of correction submitted by agencies and conducts follow-up surveys to verify that the plan of corrective action has been implemented and the agency is in compliance with regulations
- Manages an assigned portfolio of OPR’s for the annual audit process
- Completes timely, accurate and detailed reports on compliance audits and outcomes
- Develops and maintains effective relationships with internal and external stakeholders related to QAM compliance
- Initiates and monitors corrective action where necessary.

Involvement with Serious Occurrence Reports:

- Ensures appropriate remedial measures are introduced and actioned in response to occurrence reports
- Identifies trends and works with OPR’s to establish programs and policies to address areas of deficiency to drive improvements.

Overall Quality Assurance:

- Performs investigations regarding complaints, and/or reported incidents of serious deficiencies
- Promotes quality assurance and provides ongoing support to OPR’s and other stakeholders in relation to compliance requirements.
- Identifies training needs and offers coaching, guidance and training to OPR’s as appropriate

Other duties:

- Works cooperatively and constructively with other members of the staff in particular the Complex Special Needs Team - Case Facilitators and Resource Facilitators
- Observes Lumenus’ regulations, policies, procedures, practices and current legislation, in particular, the Human Rights Code
- Complies with all Health and Safety policies and procedures to ensure every reasonable precaution is taken for the protection of workers and clients and that health and safety concerns or incidents are responded to promptly
- Ensures confidentiality of client, employee and Lumenus information is maintained at all times
- Undertakes other related and/or delegated duties as assigned.

**QUALIFICATIONS/EXPERIENCE**:

- Diploma/degree in healthcare or social services preferred. Diploma/degree in other disciplines with related experience considered
- Minimum 5 years previous work experience within the Developmental Services Sector required
- Experience with adult supported group living settings
- Experience conducting or participating in compliance audits or inspections
- Previous working knowledge of Services and Supports to Promote the Social Inclusion of Persons with Developmental Disabilities Act, 2008
- Previous working knowledge of Quality Assurance Measures implemented in a Supported Group Living Setting
- Advanced level expertise with Microsoft Office, particularly with Microsoft Excel

**SKILLS/KNOWLEDGE**:

- Understanding of positive ethical principles consistent with the mission, vision and values of the organization
- Ability to represent the organization and establish a credible reputation in the field
- Knowledge of applicable compliance requirements
- Current knowledge of Developmental Services sector and associated regulations and legislation
- Current and applied knowledge of Quality Assurance Measures Related to Supported Group Living Services and Supports
- Highly analytical, uses well developed research and investigative skills to review complex files and supporting documents to detect problems, errors, omissions and to conduct detailed on-site inspections of OPR’s
- Ability to conduct compliance audits based on a rational and objective analysis of the relevant
