Manitoba Transportation and Infrastructure is current seeking a highly motivated individual to lead strategic initiatives for the Emergency Management Organization division. Reporting to the Assistant Deputy Minister (ADM), the Associate Director of Strategic Initiatives is a part of the Executive Management team and provides strategic direction and leadership throughout Emergency Management’s two divisions (Recovery & Mitigation and, Preparedness & Response) on behalf of the ADM office. This role is accountable for providing strategic advice and leadership as a program development consultant. The incumbent is responsible for coordinating program implementation and all related activities and services. The focus of the role will be to ensure divisional work is relevant in the departmental context and to ensure alignment with government vision and direction. As the Associate Director of Strategic Initiatives, the incumbent must stay current on current and future trends, as the complexity of the emergency management environment grows. They must be able to coordinate with both internal and external stakeholders and resources to identify, examine and problem solve in an ever-evolving environment to ensure that Manitoba is a leader in building resilience in the face of future disasters.

Conditions of Employment:

- Able to travel throughout the Province, Canada and internationally on an irregular basis
- Able to work extended hours including evenings and weekends
- Valid class 5 driver's licence

Qualifications:
**Essential**:

- Post secondary education, preferably a Graduate degree, in emergency management, political science, natural resource management, public administration, environmental science, city planning, or an equivalent combination of relevant education and experience
- Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future
- Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change
- Executive management experience with responsibility for human and financial resources.
- Experience translating strategic priorities into clear operational and business plans, and experience with strategic performance management and measurement systems (e.g. Key Performance Indicators, Balanced Scorecards)
- Strong verbal and written communication skills with experience managing internal and external stakeholder relationships.
- Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues
- Strong financial acumen with experience in budgeting and financial management
- Experience providing leadership and direction in the design and implementation of legislation, policies and programs
- Experience in public speaking engagements including presentations to senior management and other internal and external stakeholders
- Ability to relate effectively with professionals of various disciplines and senior administrative personnel
- Experience with Microsoft Office Suite/Microsoft 365 including Word/Outlook/Excel/Power Point

**Desired**:

- Experience in Emergency Management with a focus on Disaster Recovery and Mitigation program delivery

**Duties**:
Though not an exhaustive list, project scope may include projects related to: strategic planning, legislative changes, communications, stakeholder engagement, streamlining processes and program implementation, such as the Disaster Financial Assistance (DFA) review, Next Generation (NG) 911, 911 systems review and advancing reconciliation.
