The
**Purchasing & Materials Management Division** is a critical function within the
**City of Toronto’s** complex multi-site, multi-division and multi-stakeholder environment, partnering with all City divisions, designated agencies and corporations in order to procure goods and services at the best value. Supervisor Systems & Business Support, the Research Analyst 1 will support key division-wide priorities and initiatives working on assignments and will support business practice analysis and reporting or analytic reviews that drive changes to improve service delivery and support user adoption.

**Major Responsibilities**:

- Conducts research and analysis on topics involving best practice procurement methods, SAP Ariba module best practice, reporting, analytics.
- Writes reports based on research and analysis for Senior Management; documents findings, supporting data, and recommendations. Identifies and monitors operational information via analysis of inbound inquires and issues.
- Collects, analyzes, evaluates and interprets information/findings to develop recommendations for improvement to existing projects, policies and processes.
- Develops theories, concepts and objectives for new work, processes and services.
- Identifies and monitors work related requests, resolve procurement topic related enquires from divisions and supplier market and triage inbound work to appropriate resources.
- Provides policy analysis and research support on a broad range of procurement and system related procedures.
- Participates in the development and administration of data/information management systems, support information management including the set-up, review and support maintenance of project products, preparing for divisional knowledge transfer.
- Attends meetings with stakeholders and client groups; networks with other Divisions Support
- Communication efforts including ongoing updates to internal and external landing pages
- Provides research support to other initiatives, contributes to the AODA compliance work required to support the project
- Develops and administers questionnaires

**Key Qualifications**:
1. Experience with a variety of software packages including SAP, Ariba Sourcing, Contract Management, Spend Module or Supplier Lifecycle Performance and Microsoft Office Suite (Word, Excel).

2. Post-secondary education related to Business, Supply Chain, Procurement Public Administration, Business Analysis, Project Management

4. Experience in purchasing and related research, analysis, and interpretation of data, statistical reporting, coupled with strong analytical and organizational skills.

5. Experience preparing clear and succinct correspondence and presentations.

**You must also have**:
- Strong analytical and problem solving skills, in combination with the ability to perform duties under mínimal supervision.- Ability to communicate effectively, both orally and in writing.- Knowledge of City's purchasing procedures and policies.- Strong interpersonal skills and the ability to work effectively as a member of a team.- Strong mathematical, analytical and problem-solving skills to perform calculations and review/ and interpret reports.- Excellent customer service skills.- A team player with analytical and problem-solving skills with attention to detail.
