Nature of the work

The main and usual work of an employee in this classification consists of performing various technical tasks related to the administrative management of construction projects. As part of his or her duties, the employee will be called upon to assist construction professionals, project managers and senior executives. The employee will also be required to report on financing measures resulting from close collaboration with the finance department.Description of tasks

**CARACTERISTIC FUNCTIONS**

SPECIFIC TO THE MATERIAL RESOURCES
- He or she negotiates and concludes contracts for goods, technical services, professional services and construction work, in compliance with the legislative and regulatory framework applicable to organizations in the education network.
- He or she supports project managers in preparing calls for tender and project follow-up.
- He or she assists applicants from schools, centers and other School Board departments in their efforts to conclude contracts under their responsibility.
- He or she gathers, analyzes and summarizes the data needed to prepare the budget, and participates in its preparation and monitoring.
- Produces and transmits reports and statements of account to the organizations concerned.

OTHER TASKS RELATED TO THE POSITION
- In the area of financial resources management, he or she prepares financial statements; makes accounting entries, transfers, invoice processing, reconciliations and so on; carries out technical analyses of accounts and reports; monitors transactions made by others, detects and corrects errors. He or she collects, analyzes and synthesizes the data required for preparing the budget; participates in preparing the budget; monitors the budget and analyzes certain entries; informs and assists the persons concerned so that they may adhere to the rules prescribed. He or she may be required to respond to questions from auditors and to provide them with the necessary information and supporting documents.
- He or she applies or adapts management techniques to the delivery of specific administrative activities and current operations.
- He or she prepares reports intended for the organizations concerned and ensures the distribution.
- He or she uses a computer and the necessary software to perform his or her duties. He or she conducts research on the Internet and may be required to assist a staff member with software specific to his or her work.
- He or she may be required to train less experienced technicians as well as coordinate the work of support staff in performing duties related to the implementation of programs involving technical operations for which he or she is responsible.
- If need be, he or she performs any other related duty.

Desired profile

**Schooling**

Meet one of the following profiles:

- Hold a diploma of college studies in _Techniques de l'administration générale_**_ _**(Business Administration) or in another appropriate technical program
- Hold a diploma or an attestation of studies recognized as equivalent by the competent authority

**Experience and other requirements**
- Bilingual, French and English (oral and written)
- 2 years' experience in budget monitoring for construction projects.
- Mastery of the following systems and rules:

- Procurement laws, regulations and directives (LCOP - Loi sur les contrats des organismes publics)
- Quebec government's Electronic Tendering System (SEAO)
- Treasury Board and AMP requirements
- DOFIN computerized tools
- Microsoft Office Suite, especially Excel, Word, SharePoint and Teams, as well as the Google environment
- Knowledge of the following systems and rules will be considered an important asset:

- Government Acquisition Center (GAC) LAC software and familiarity with GAC documents and procedures
- ÉDILEX
- Hélios Platform
- Good communication and interpersonal skills, as well as being a team player.
- Organizational skills and good management of priorities.
- Ability to adapt, ability to synthesize and analyze, rigor and concern for quality.
- Show initiative and innovation.
- Ability to work under tight deadlines.

**The evaluation process for this position may include administrative tests.**
