Summary: 1. Develops and leads an enterprise strategy that includes establishing data management frameworks that address privacy and security requirements and that promotes appropriate access.

2. Manage, and oversee the daily workload of, BI Developers and Business Analysts and provide leadership and direction to the designated team members using effective management techniques (e.g. coaching, mentoring, skill and leadership development, decision making, coalition building, performance management and recruitment).

3. Collaborate with cross-functional partners to continuously mature the departments data driven strategy and road map for data democratization ensuring alignment with organizational governance groups.

4. Work with data stewards, product owners and internal/external partners, including business and clinical systems users to promote data understanding and literacy within the data democratization framework.

5. Maintain knowledge and record of available data and data sources. Liaises with organizational partners to identify and prioritize unmet data needs and opportunities.

6. Liaises with regional counterparts to coordinate joint projects, establish regional standards related to reporting and services, and to share information to advance PHC’s data and analytical capabilities.

7. Establishes detailed project charter, plans, and objectives to outline timelines and project deliverables.

8. Tracks project progress according to project plan, monitors and reports on the status of projects and major issues/obstacles encountered.

9. Maintains ongoing support for initatives from project sponsors and user groups, keeps partners aware of project status ad ensures effective communication channels are in place.

10. Identify opportunities for process improvement and documentation.

11. Regularly assess new methodologies and tools.

12. Performs other related duties as assigned.

Qualifications / Skills and Education: Education, Training and Experience

Master’s Degree in Statistics, Mathematics, Economics, Computer Science, or other quantitative field with a minimum of five (5) to seven (7) years recent, related data management leadership or an equivalent combination of education, training and experience in a data governance/enablement role.

Skills and Abilities
- Demonstrated ability to lead, engage and champion the value of data across the organization.
- Demonstrated knowledge of data enablement methodologies and tools including practical experience with metadata management tools and software.
- Demonstrated experience with the development and implementation of business processes
- Demonstrated experience as an organizational change agent in establishing and operationalizing principles of data enablement
- Demonstrated ability to develop a culture of data ownership and democratization within organizational data hubs and supporting practices for operationalization of those concepts
- Advanced knowledge of data management technologies to manage big data sets and statistical computer languages (R, Python, SAS) in order to manipulate data and draw insights from large data sets.
- Exposure to Azure ecosystem such as HDInsight, Azure Data Factory, Azure Data Lake and SQL DW.
- Displays comprehensive knowledge of project management principles and methodologies and ability to coach team members on these skills
- Strong knowledge of data management and data governance concepts, approaches and tools
- Strong written and verbal communication skills including the ability to write technical and business management reports and translate and present complex information to a variety of audiences
- Demonstrated ability to work independently and to collaborate strategically with cross functional partners
- Proven innovative mindset with excellent analytical, problem-solving, and organizational skills
- Physical ability to perform the duties of the position.
