Housing and Neighbourhood Revitalization Coordinator

Under the general direction of the Principal Planner, the Housing and Neighbourhood Revitalization Coordinator will work cooperatively with other departments, community stakeholders, and other levels of government to leverage community and organizational assets toward the revitalization of Winnipeg’s older neighbourhoods. The Coordinator will:
- Coordinate housing and neighbourhood revitalization related activities arising from the Winnipeg Housing Policy, the Housing Policy Implementation Plan, OurWinnipeg and other relevant policy plans and strategies.
- Be responsible for administering and delivering a variety of Winnipeg’s housing programs including management of the City’s Housing Rehabilitation Investment Reserve (HRIR).
- Ensure that the City’s housing programs promote the renewal of older neighbourhoods through locally planned and community-supported housing initiatives.
- Liaise with other Divisions within the Department, other Departments of the City of Winnipeg, the Housing Steering Committee, community stakeholders, and other levels of government to ensure a coordinated approach to housing development.
- Assign tasks and provide direction and mentorship to junior employees.
- Performs other duties and special assignments, as required, consistent with this classification.
The Housing and Neighbourhood Revitalization Coordinator is responsible for working directly with representatives of the community, other levels of government and employees within the City’s Public Service to identify and support neighbourhood revitalization efforts and housing development needs primarily in Winnipeg’s older neighbourhoods. The Coordinator negotiates funding agreements with housing development proponents and assists them as needed. This position is also responsible for ensuring that funds are used in a manner that best reflects the intent of the _Winnipeg Housing Policy_.
**As the **_Housing and Neighbourhood Revitalization Coordinator_**_,_** you will**:
- Administer, review and implement the City’s existing housing policies, programs and strategies, and lead the development of new policies, programs and strategies.
- Manage and administer the delivery of municipal housing programs, including those funded by the Housing Rehabilitation Investment Reserve (HRIR).
- Develop and maintain active communication with other Divisions and Departments within the City of Winnipeg, and a wide range of external stakeholders, including community organizations, non-profit agencies and non-profit and private sector housing developers.
- Work collaboratively with other levels of government in the delivery of affordable housing programs/initiatives and other activities related to neighbourhood revitalization and poverty reduction.
- Direct the work of housing team employees.
**Your education and qualifications include**:
- Post-secondary degree in a related discipline (Social Sciences, Urban Planning, Public Policy, Urban and Inner-City Studies, Community Development, Business Administration) supplemented with certification, training or courses in program design and delivery, property management, real estate appraisal or sales, and residential construction or an equivalent combination of related education, training and experience will be considered. A Master’s Degree in a related discipline is an asset.
- Minimum of four (4) years of related experience managing programs including leading the development of new programs, strategic plans and policies, preferably in the housing development sector.
- Experience in negotiation and contract development.
- Experience in finance and budget management, including reviewing proformas, and/or financial statements/information related to project financials.
- Experience working with community stakeholders in a participatory and inter-active manner.
- Experience providing direction, mentorship, monitoring workflow and assigning tasks to junior staff.
- Knowledge of the City of Winnipeg political and administrative structures, as well as relevant legislation and policy, including: The City of Winnipeg Charter, OurWinnipeg, Complete Communities, Winnipeg Housing Policy, and the Housing Policy Implementation Plan.
- Knowledge of housing, property management, real estate appraisal and residential construction issues is an asset.
- Strong organizational skills with the ability to multi-task and work under tight deadlines.
- Strong verbal communication skills including the ability to conduct public presentations and facilitate public engagement, including presentations to senior management and elected officials.
- Strong written communication skills including the ability to prepare concise formal reports and correspondence to senior management and elected officials.
- Strong interpersonal skills including the ability to establish and maintain effective working relationships with internal and external stakeholders, senior management and elected officials.
