Affordable Housing Concierge

Under the general direction of the Manager, Housing Accelerator Fund the Affordable Housing Concierge will work cooperatively with other departments, community stakeholders, and other levels of government to:

- Leverage community and organizational assets toward the revitalization of Winnipeg’s older neighbourhoods.
- Coordinate housing and neighbourhood revitalization related activities arising from the Winnipeg Housing Policy, the Housing Policy Implementation Plan, OurWinnipeg and other relevant policy plans and strategies.
- Ensure that the City’s housing programs promote the renewal of the downtown and areas of densification supported through locally planned and community-supported initiatives.
- Equip the City to enable affordable housing development and investment opportunities.

The position shall directly address the challenges that Downtown, Indigenous, and non-profit providers face in developing housing projects. By working hand-in-hand with these groups, the Concierge service will bring projects into development more quickly and ease barriers; it will increase capacity through educating partners; and it will equip the sector to take on more projects (or focus on existing support services) and have positive long-term impacts on housing & homelessness issues in the city.

**As the Affordable Housing Concierge you will**:

- Builds and fosters relationships with non-profit partners, Indigenous organizations and governments, as well as the private sector, including facilitating partnerships amongst stakeholders and sectors.
- Communication and collaboration to accelerate housing supply through relationships with key stakeholders supporting the HAF Action Plan and programs delivery with third party partners.
- Management and administration in delivery of the proposed HAF programs, as well as the and existing municipal housing programs, including the Housing Rehabilitation Investment Reserve (HRIR).
- Lead and develop high performing staff. Support proposed By-law amendments for Accelerated Housing and Complete Communities.

**Your education and qualifications include**:

- Bachelor’s Degree in Social Sciences, Urban Planning, Public Policy, Community Development, Business Administration or a combination of education and experience.
- Master’s Degree in City Planning in Engineering, Planning, Management or Urban Design preferred.
- Membership as appropriate in a professional organization, CIP, CSLA, P.Eng, etc. and knowledge of basic accounting techniques and methods, specifically related to City budgeting and land development projects would be an asset.
- Minimum five years’ experience in project management, urban planning, design, housing or related area.
- Experience managing complex projects, including developing and managing budgets and programs.
- Significant experience working with the community in a participative and interactive manner and advancing opportunities for partnership, sharing of resources, collaborative planning processes and program delivery.
- Analytical and problem-solving skills with the ability to create innovative solutions to complex and politically sensitive issues/problems.
- Strong organizational skills with the ability to work in a fast paced, deadline driven environment with changing priorities.
- Strong interpersonal skills with the ability to build and maintain strong working relationships and collaborate with stakeholders including elected and appointed officials.
- Strong political acumen with the ability to work in a political and public sector management environment.
- Strong verbal communication skills and the ability to communicate and facilitate discussions and deliver presentations on challenging topics to all levels of the organization, stakeholders, and the public often in stressful and volatile situations.
- Strong written communication skills and the ability to write accurate and thorough reports for senior leader decision making.
- Expert knowledge concerning planning services for large municipalities including development management, long range planning, parks planning and design, riverbank management and heritage matters.
- Extensive knowledge of OurWinnipeg, the City of Winnipeg Charter, and City and Departmental systems, policies, procedures and regulations.

Proficiency in MS Office and software programs that are utilized by the Land Development Branch such as AMANDA.
