**Position Overview**:
Reporting to the Executive Director for Population and Public Health, the provincial director provides leadership and guidance in the implementation and operation of information systems across Public Health. The director is responsible for leading and managing long-term strategic plans and direction for Public Health information systems across Manitoba, through collaboration with senior leadership and project leadership, and include business change management processes and solutions that ensure a consistent and standardized approach to clinical informatics across the province.

The Director is responsible for setting the direction on how public health information systems can be optimized in Manitoba including identify gaps, determining priority gaps to address, etc. The Director will work collaboratively with other members of the team in the development of standards, policies, and procedures to ensure the privacy, integrity and quality of the province’s public health information systems, with a focus on standardization and consistency in approach, and follows appropriate legislation and regulatory requirements. The provincial director will oversee improvements in the optimization of the data management systems for public health services, including efficiencies in documentation and access to information across systems (e.g. SH Cord, eConsent, PHIMS, Electronic Documentation System for Public Health Nurses work with families, etc.).

The director serves as the primary point person within the population and public health program with Digital Health, the Legislative Unit and other external partners for the Public Health Information Management system (PHIMS). The Director is responsible to manage and supervise assigned teams/staff. The position is responsible for overseeing agreements with organizations and individuals using the systems including physicians, pharmacists, regional health authorities and First Nations organizations. This includes responsibility for the privacy auditing process.

**MAIN FUNCTION**:

- This position requires a strong leader who will be responsible for the oversight of public health information systems. The position collaborates with service delivery organizations (SDOs) including regional health authorities to ensure the quality of public health data. The role is responsible for maintaining agreements and contracts with individual and organizational users.
- As a senior leader, this role is accountable for ensuring quality control for public health records and ensuring that users adhere to privacy legislation.
- The provincial director is responsible for developing and implementing processes for training and professional development for users across the province.
- The role requires strong collaboration and coordination skills with a variety of internal and external stakeholders to ensure operational success. In addition, to regional health authorities, this includes coordination with other provincial programs and departments including the department of families as well as with the federal First Nations and Inuit Health branch and Indigenous government representatives and stakeholders.
- The provincial director will provide oversight of all assigned human resources for the department.

**Experience**:

- Understanding of public health science and policy, population health, determinants of health, health equity, epidemiology, theoretical and applied models of health promotion, prevention, health protection, and applicable legislation.
- Experience working with the Public Health Information Management System (PHIMS) or other public health information systems preferred.
- Understanding of the organization and administration of the Manitoba health care system.
- Experience working with public health programs and service delivery; including involvement in complex program delivery.
- Experience in operational, financial, and human resource management.
- Strong financial acumen with experience in budgeting and financial management.
