The Tribal Nursing & Public Health Program Manager is responsible for the day to day operating, managing, and coordinating of the SERDC Public Health Team: Tribal Nursing, Public Health Team: Home and Community Care Coordinator, Nursing Administration, Little Grand Rapids Home and Community Care, Foot Care and Aboriginal Diabetes Initiative. This includes overseeing all aspects of each program's implementation and delivery. It is the Program Manager’s responsibility to ensure the highest standards in programming and delivery are maintained.

**Duties**:

- Advise on federal or provincial government policy, procedures, and issues that impact First Nations health care.
- Revise and develop standards, policy, and protocols based on best practices.
- Assist in updating the SERDC Tribal Health Plan and assist communities in the development of community health plans, communicable disease emergency response planning, including proposals, work plans, and reporting.
- Knowledge of continuous quality improvement and accreditation management.
- Monitor Federal and Provincial legislation in reference to the Canada Health Act, Public Health Act, Provincial Health Act(s), as related to community/public measures in general and related to covid-19, etc.
- Provide input on the technical and professional nursing performance appraisals.
- Provide advice and information on Registered (RN) and Licensed Practical Nurses (LPN) Code of Ethics, nursing standards, scope of practice, competencies, operational policies, and protocols.
- Provide public health education, training, and orientation, providing advisory, consultative clinical guidance and support to SERDC staff, community health nurses, health directors and health staff, and First Nation stakeholders.
- Maintain consistency in standard protocols, policy, and provincial legislation, as well as, that Public Health staff are also compliant.
- Maintain professional relationships with federal, provincial, regional health authorities and external partners.
- Advocate and represent communities on various leadership committees.
- Public Health Team: Home and Community Care Coordinator, Nursing Administration, Little Grand Rapids Home and Community Care, Foot Care and Aboriginal Diabetes Initiative. Provide direct supervision, including monitoring and evaluating each program objectives and activities and ensuring that services are culturally appropriate and safe.
- Overseeing all aspects of program development, reporting, staff management and program evaluation.
- Public Health Team Performance management: providing supervision, written probationary evaluations, written performance checklists, and annual evaluations of the Public Health Team.
- Oversee and manage each program budget, work plans and service agreements.
- Ensuring all reporting is completed for each program area.
- Participating in the recruitment, hiring, and termination process regarding within the Public Health Team, contracted professionals and consultants.
- Working with Public Health staff to ensure excellence in programming and delivery.
- Communicate and provide timely, ongoing, one-on-one guidance and support to staff, participants & community health staff.
- Preparing reports for funders and liaising with referring sources and other key stakeholders.
- Supervise/train support workers, volunteers, community health staff, and community members.
- Ensure program-related workshops, services programs and other community and social service programs are completed and evaluation forms are reviewed.
- Participating in Committee Meetings and being accountable to directives from the Board of Directors and Executive Director; providing advice to the Executive Director and Community Health Directors on matters concerning the quality and delivery of Public Health Programs.
- Ensure program services are promoted and advertised, which may include website, newsletters, participation in health fairs and other public health-related events.
- All other related duties assigned by your supervisor and the Leadership of SERDC

**Qualifications/Skills**:

- In good standing with the College of Registered Nurses Manitoba/Association of Registered Nurses of Manitoba.
- Must have a bachelor’s degree in Nursing.
- At least 5 years experience in management.
- Demonstrated experience in community health planning and programming.
- Knowledge of the issues and challenges in First Nations Health Care Systems.
- Must demonstrate ability to maintain professional relations, interpersonal and managerial skills
- Demonstrated ability to prioritize in a complex and rapidly changing environment
- Must have access to a reliable insured vehicle and a valid Manitoba Driver’s License.
