**About the First Nations Child and Family Services and Jordan’s Principle Settlement**

On October 24, 2023, the Federal Court approved the Settlement Agreement for the First Nations Child and Family Services and Jordan’s Principle Class Action. The Settlement Agreement includes $23.34 billion in compensation for impacted First Nations individuals and some of their family members.

The Settlement applies to First Nations children who were removed from their homes by, or involving, child welfare agencies operating in First Nations communities and the Yukon and placed in out-of-home care between April 1, 1991, and March 31, 2022, and to First Nations children who experienced a delay, denial or gap in essential services between April 1, 1991, and November 2, 2017.

Castlemain’s role in implementing the FNCFS Jordan’s Principle Navigation Program is to assist the Claims Administrator in providing navigational supports to Class Members in the Claims Process as outlined in the Settlement Agreement Schedule I, Framework for Supports for Claimants in Compensation Process in a culturally safe and trauma informed way. Our guiding objectives are to ensure that every Claimant has the opportunity to access, understand, and respond to the Settlement Agreement notice, as well as receive the necessary assistance for completing and submitting their claims. Furthermore, we are dedicated to ensuring that Claimants are well-informed about the wellness support and resources available to them.

**About the Role**

The Regional Communications Liaison will report to the Experience Lead, and will lead the implementation of the project’s communications strategy to move program messaging forward in a manner that is packaged appropriate for community needs. This role plays a central and pivotal role in implementing a First Nations approach to informing and executing program communications strategy that increasing understanding and supports Claimant participation in the First Nations Child and Family Services and Jordan’s Principle Settlement services through the Navigator Program.

Working with the Outreach Lead, the Regional Communications Liaison will develop strategic content approaches to reduce and respond to issues. They will also provide media training support for the Claims Navigator Program team.

**Required Skills, Knowledge & Experience**
- Demonstrated experience in communications with and for Indigenous audiences
- Demonstrated experience in building and delivering communications strategies with relevant KPIs
- Committed to decolonizing programs and practices
- Experience with establishing relationships and experience working with First Nations leaders, First Nations governing entities, communities, and service organizations
- Understands the complexities of Indigenous communities, knowledge of the long-lasting impacts of colonization with a strong personal commitment to reconciliation
- Familiarity with working within regulated or legal environments is an asset
- Knowledge of various communications tactics, including national, community and regional media distribution channels, social media and OOH
- Exceptional ability to write and develop media materials for the community, regional or national level to inform and engage local audiences through media channels
- Exceptional communications and negotiations skills, with the ability to present ideas in a clear and concise manner
- Ability to work well under pressure
- Self-motivated and self-disciplined, with the ability to work with autonomy, meet deadlines and manage competing priorities
- Strong leadership skills to motivate and mentor junior team members with initiative to manage up senior team members
- Highly organized and pragmatic thinker with excellent problem-solving skills and the ability to work effectively at both the process/detail level as well as the big picture/outcome level
- High level of emotional intelligence including self-awareness, personal resiliency, and self-regulation
- Self-identifying as Indigenous and/or having first-hand knowledge or experience living in and/or working with an Indigenous community will be considered an asset

- Inform and implement a First Nations approach that increases understanding, access and participation for Claimants and the services offered within the Claims Navigator Program
- Inform the development and implementation of the overall communications strategy, annual plans and key messages
- Support client in regional and community-level team meetings, as needed
