Housing Manager

**SUMMARY**:
- **Program and Band Owned Units**: to ensure agreements and/or leases are for proper management of TFN’s assets and timely collection of rents. Support and implement innovative programs and opportunities for clients.
- **Repairs**:Ensure all clients maintenance requests are entered into the maintainX platform and provide the client with confirmation and follow ups.
**MAJOR RESPONSIBILITIES**:
- To ensure proper organization of TFN’s Housing programs (Art.95 and Band Owned Units)
- Participating in the planning, budgeting, and organizing of all clerical aspects of the department if requested by the department’s director.
- Follow and enforce working policies, procedures, by-laws, systems, and selection processes.
- Research, present and inform the Infrastructure Director of new projects, programs, and housing funding opportunities.
- Ensure proper administration of the housing reserve.
- Organizing meetings with the Housing Committee - clients or any other person or group regarding housing.
- Organize, participate in and facilitate meetings with partners at the request of the Infrastructure Director.
- Keep the Infrastructure Director informed of all upcoming Housing events and conferences and represent TFN when requested.
- Keep himself and the director informed of available training for the department.
- Overseeing community insurance (Houses, vehicles, public buildings etc...).
- Prepare lease agreements for TFN in regard to: Band Owned, Public Buildings, and Article 95 housing program. Lease agreements should have a section for collection of rent arrears if applicable.
- Maintain assets inventory and availability lists.
- Establish and maintain relations with clientele, community at large, other TFN departments (Finance, Public Works, Lands, Police, Income Security, etc.), funding sources, financial institutions, suppliers, etc.)
- Prepare and submit all necessary reports to partners or others.
- KPI tracking.
- Attend Housing Committee meetings, keeping members updated of housing situation, global amount of rent collected since last meeting, collection of applicants for new housing, etc.
- Ensure and maintain an accurate file of rent collection according to lease agreements and policies, ensure appropriate Clients follow ups, report all unconformities and enforce rent collection escalation protocol.
- Attend staff, council, community and TFN Annual Assembly meetings (as requested).
- Assist with dwelling inspections.
- Supervise Hydro Liaison officer and student projects.
- All other related duties requested by the Infrastructure Director.
**EDUCATION AND EXPERIENCE REQUIREMENTS**:
- Diploma/Degree in fields such as: Finance, administration, business, **or** 3 years experience and one year of supervisory experience in the related field.
- Available for training (may require travelling).
**KNOWLEDGE AND SKILL REQUIREMENTS**:
- A sound knowledge of First Nation housing programs (Article 95, Repairs/RRAP, INAC).
- Computer software knowledge: Excel, Word, FileMaker Pro.
- Must be willing to participate in related training/workshops that may be given.
- Great social and client care skills.
- Possess excellent organizational and communication skills.
- Must present themselves in a professional manner at all times.
- Absolute confidentiality and good work ethic is essential.
- Bilingualism would be considered an asset.
