Reporting to the Manager, Assessment and Property Accounts, the Assessment Review Officer will provide strong leadership and expert guidance to staff by following the City's core values of Care, Collaboration, Courage, and Service. Under management direction, you will provide supervision, and co-ordinate daily department activities. You will provide property tax and assessment expertise, advice, and support for all properties in Richmond Hill.

**Key Duties and Responsibilities**:

- Reviews the annual assessment roll, supplementary and omitted assessments to ensure accuracy and completion of the City's assessment database.
- Delivering technical and expert advice to all stakeholders on assessed values, property classification and other assessment attributes as provided under the various acts and regulations.
- Manage assessment growth procedures and framework of a tracking system for all properties as they undergo various development phases.
- Preparing assessment growth reports through site visits, analysis of building permits, water meter installations, and tax class variable queries including vacant land, and excess land tracking.
- Collaborate with MPAC on properties that require reassessment and/or updates through assessment growth analysis.
- Lead, coordinate, and negotiate high profile property assessment appeals to ensure fairness of the assessment by presenting valid and convincing arguments in assessment appeal proceedings.
- Represent the City's interest in assessment appeal procedures taken to the Assessment Review Board in support of the prevention of undue assessment erosion.
- Preparation of statement of issues/responses, reports, identifying timelines as per legislative policy requirements, and attending/participating in examinations for discovery, mediations, pre-hearing/full hearing events.
- Provide mentoring, supervision, leadership, to the Tax Assessment Administrator, as well as assisting in staff development objectives
- Develop, oversee activities by providing operational policies and procedures related to assessment growth, senior tax assistance programs, charity rebate program, property taxation and assessment appeals that meets department/corporate objectives.
- Approval of tax appeals, including decisions on eligibility of tax appeals, by assessing all legislative requirements of the Municipal Act.
- Preparing staff reports on tax appeals for Council hearings and approval.
- Attending Council hearings and prepare to answer any on spot public enquiries/concerns.
- Customer service of escalated calls as well as complicated assessment/taxation matters.
- Public relations with stakeholders, including solicitors, tax agents, other levels of government, and MPAC through ongoing meetings of exchanging ideas, information.
- Maintaining designation/accreditation by attending seminars, workshops, conferences with the Institute of Municipal Assessors and Ontario Municipal Tax and Revenue Associations, and MPAC.

**Education and Experience**:

- Degree in Business, Public Administration or related field
- AIMA (Associate Member of the Institute Municipal Assesors) is required
- OMTRA member is required
- 4 years experience in a similar role

**Required Skills/Knowledge**:

- Experience in the public sector, and particularly in a municipal government environment or in a real estate/property assessment environment
- Experience with assessment principles and methodologies
- Ability to interpret site plans, R-plans, M-plans, teranet
- Experience with understanding and interpreting legal documents, leases, contracts, deeds, transfers, registry abstracts, and rent rolls
- Excellent interpersonal, organizational, analytical abilities
- Sound independent decision-making and supervisory skills
- High negotiation and conflict resolution expertise
- Effective writing and presentation skills
- Must have extensive knowledge of the assessment process, the role of MPAC, and the impact of property assessment on property taxation
- Knowledge of the Municipal Act, 2001 and Assessment Act, and Assessment Review Board Act and Rules and Procedures.
- An intermediate level of Microsoft Office Suite (Word, Outlook, Excel, PowerPoint) is required
- You also have demonstrated experience in coaching, team building and supervising and developing staff to achieve high levels of performance
- Must be and willing and able to transport yourself to City work sites as required (mileage compensated).
