**Overview**:
The Tax and Utility Project Manager is responsible for the management and leadership of Collections staff. This position provides analytical support to the property tax and utility section, including preparation of annual property tax rates, coordinating the collection of data from other agencies for tax collection and remittance, and preparing various statutory financial reporting documents.
**Examples of key responsibilities include, but are not limited to**:
- Provides management and leadership to staff and develops performance goals and objectives.
- Oversee the full property tax and utility billing cycle from data upload to billing and collection.
- Establish, set and monitor controls to ensure the accuracy and integrity of the billing and collection system.
- Provide technical expertise and interpretation regarding assessments, taxation, Assessment Act, Bylaw(s) and the Community Charter.
- Extract, research and analyze data pertaining to marketing trends, assessments and hotspots; provide written reports outlining findings and recommendations to the Senior Management Team and/or Council.
- Perform year-end reconciliations, including auditing of working papers.
- Implement new tax or utility projects (i.e. Development Potential Tax Relief)
- Interact with internal and external customers as it relates to property tax and utilities.
- Liaise with various taxing authorities and Provincial departments including: Metro Vancouver, BC Assessment and Translink regarding tax and utility related issues.
- Discuss, plan and work with key stakeholders (Public Works, Engineering, Law, Permits, etc.) regarding new utility services for billing.
- Responsible for managing system upgrades and integrations including: development of test data, data testing, implementation of new modules, etc.
- Responsible for Payment in Lieu of Tax (PILT) and Grants in Lieu of Tax (GILT) billing and collection.
- Liaise with various external agencies, together with the City’s legal council, for payment settlements and assessment issues, as required.
- Non-routine project work, as required.
**Knowledge, Skills & Abilities**:
- Knowledge and understanding of applicable legislation (i.e. Community Charter, Local Government Act)
- Ability to provide technical expertise and recommendations regarding assessments, and taxation
- Ability to write reports, perform data extraction and analysis,
- Highly developed oral and written communication, analytical and conceptual thinking skills.
- Ability to interface with different levels of management and both internal and external clients.
- Strong conflict resolution, interpersonal and decision making skills.
- Exceptional customer service skills and the ability to work in a team environment.
- Strong report writing and presentation skills.
- Ability to work under broad direction and with limited supervision.
- Working knowledge of Tempest tax and utility modules and PeopleSoft Financials.
- Intermediate to advanced skill level in software programs such as Outlook, Word and Excel.
- Advanced knowledge of spreadsheet software.
- Ability to use REDMS or a similar records management system.
- Ability to make recommendations for process changes to improve efficiency and customer service.
- Ability to provide functional and technical guidance to staff in the areas of utility billing and taxes.
- Ability to successfully clear a Police Information Check (PIC) for the Financial Sector.
**Qualifications and Experience**:
- Undergraduate degree in a related field of study supplemented by a professional accounting designation.
- Familiarity with municipal government processes and procedures in a financial environment is preferred.
