Toronto’s parks, recreation facilities and natural spaces are places where Torontonians come together to build community, play, celebrate and explore. The Parks Planning branch in the City of Toronto's Parks, Forestry and Recreation (PFR) Division advances ambitious projects, plans and policy initiatives that contribute to the city’s social and environmental resilience and ensure Toronto's parks and recreation systems are inclusive spaces, expanding and adapting to meet the needs of a growing and evolving city.

Reporting to the Director, Parks Planning, the Planning Manager will lead a team tasked with the development and implementation of projects, local plans, City-wide strategies and other initiatives advancing divisional and corporate objectives related to Toronto's parks and recreation systems.

The Manager will be responsible for multi-disciplinary projects that deliver new and renewed parkland and recreation facilities, in collaboration with project leads in the Planning team and partners across PFR and the City of Toronto. This work program will encompass the development and implementation of local parks plans, acquisition and transfer of properties to enhance and safeguard the parks system, support for complex capital projects, and policy initiatives aimed at updating the City's Official Plan and other guiding documents.

The Manager's responsibilities include the stewardship of the City's Parkland Strategy and the Parks and Recreation Facilities Master Plan. This includes ongoing implementation of these strategic plans through capital projects, acquisition initiatives, partnerships and their integration in local parks plans and master plans. Leadership of the strategic plans also includes monitoring and analysis of trends and performance and update reports to City Council as well as any recommended additions and revisions to the strategy documents themselves. The work of the PFR Planning team will be guided by not only these two strategic plans but other PFR and City strategies and initiatives such as the Ravine Strategy, Reconciliation Action Plan, Action Plan to Confront Anti-Black Racism, Strong Neighbourhoods Strategy, TransformTO Net Zero Strategy, Resilience Strategy and Housing Action Plan, among others.

These projects will require extensive community consultation, engagement with elected officials, research and analysis, conceptual design and other inputs from the PFR Planning team and project partners. The Manager will be responsible for the development of staff reports and briefing materials and presentations to senior leadership and Council committees to support decision-making. Collaboration with partners within the City of Toronto as well as with external public sector, community and private sector partners will be essential to ensure alignment and advance critical City objectives.

The Manager will manage the day-to-day activities of section staff, providing coaching, direction and expertise, addressing issues as they arise, and generally promoting and ensuring effective teamwork, high standards of work and continuous learning and innovation. Core managerial responsibilities include the scheduling, assigning and reviewing of work in the context of project pressures and the available staff complement. The Manager will also be responsible for developing, recommending and administering the section's annual budget, and leading hiring and professional development initiatives to grow a talented team of professionals and cultivate a positive, productive work environment.

**Among the strengths you bring to the role of Manager of Planning will be the following key qualifications**:

- Post-secondary degree in planning, or in a professional discipline pertinent to the job function, or any approved equivalent combination of education and experience.
- Extensive experience relating to planning, including considerable management or project management experience in a parks or related planning function.
- Extensive experience, skills and ability in leading, motivating, managing and implementing multi-disciplinary staff and project teams.
- Extensive experience in the effective delivery of complex assignments and strategies, from inception through to implementation, involving multiple stakeholders, balancing stakeholder, political and community interests.
- Extensive experience with the development of plans, policies and strategies that engage the public, community and stakeholders.
