**Summary**: Reporting to the Provincial Director, Research, Evaluation and Data, the Leader, Data Management and Mobilization is responsible for the development and implementation of a comprehensive data strategy that outlines the vision for effective data management and use at Foundry. The leader oversees a team responsible for the overall management of Foundry data assets including data governance, data quality, data linkage and storage, and use of data at Foundry by both internal staff and external data users including lead agency partners and researchers.

The leader will work closely with the research, evaluation and data Leadership team as well as other key teams across Foundry central office including services, knowledge translation, policy and engagement to facilitate opportunities build capacity in data literacy and advance data mobilization initiatives. The leader will support Foundry’s learning health system by enhancing access and use of data by the Foundry network, Foundry staff, clients and families, and other partners (including government). In addition, the leader will provide leadership for provincial and national data initiatives in integrated youth services and youth mental health and substance use.

**Qualifications / Skills and Education**: Education, Training and Experience
Master’s Degree in Epidemiology, Health Information Science, Public Health, Measurement, Statistics, Biostatistics or related degree plus seven (7) to ten (10) years’ recent experience including direct leadership of projects/teams.
Previous health care experience is an asset.
A minimum of seven (7) years’ experience working collaboratively in a large, complex organization with direct experience developing and implementing a data strategy and serving as the Subject Matter Expert.
Extensive experience leading projects that include data quality, data linkage and working with complex databases.
Experience working in a collaborative environment that includes working with researchers and/or evaluators.

Skills and Abilities
Demonstrated knowledge of health research methodology, principles and procedures.
Knowledge of provincial and national privacy and data sharing legislation.
Demonstrated ability to lead system initiatives, including project planning and management methodologies.
Demonstrated ability to work collaboratively and facilitate multi-stakeholder or multi-partner initiatives.
Knowledge of the delivery of care in a health care system, government processes and health authority structures and responsibilities.
Demonstrated knowledge of principles of justice, equity, diversity and inclusion within a data context (e.g., knowledge of OCAP, EGAP).
Demonstrated ability to lead teams and to promote teamwork, work collaboratively and build consensus with diverse groups, and provide leadership, guidance and direction to staff.
Advanced skills in problem solving, planning, change management and group process
Ability to exercise sound judgment, critical thinking and effective decision-making.
Ability to communicate effectively, both verbally and in writing, with all levels of the organization, including advanced report presentation and writing skills.
Ability to critically assess policy and procedures and effect change.
Ability to respond to changing priorities and unforeseen circumstances.
Effective facilitation skills and the ability to motivate and influence leaders.
Ability to effectively manage budget and staff resources.
Ability to organize, prioritize and balance work.

Provides leadership in meeting the data-related needs of the Foundry Network including: supporting the data team to respond to data-related requests and queries from across the Foundry Network including (but not limited to) data access requests, consent procedures, data storage, data management, appropriate uses, ethics approvals, and research projects.
Leads the development and implementation of data linkage initiatives to link Foundry data with provincial databases. Works with internal staff and external agencies (including government) to identify strategic opportunities for data linkage to support research and evaluation priorities at Foundry.
Leads the development of data infrastructure to help transform data access and management and supports data mobilization and use through use of business intelligence tools and data storytelling. Supports the data team to build capacity in data literacy and usage and takes and engagement-focused approach to data mobilization.
