Job Summary

UBC Campus and Community Planning (C+CP) serves as the "City Hall" for UBC Vancouver's 1,000 acre campus and is made up of urban planners, designers, engineers, public consultation professionals, building inspectors and sustainability experts dedicated to creating a vibrant, sustainable, live-work-learn community at UBC. With roughly 150,000 trips per day to and from campus, and commuting-related emissions representing nearly 40% of UBC's total greenhouse gas emissions, encouraging sustainable transportation choices is a critical component of UBC's broader sustainability and climate action efforts.

The Shared Mobility and Active Transportation Coordinator ("Coordinator") will work under the direction of the Manager, Transportation Planning and Manager, Transportation Engineering to coordinate Campus and Community Planning's (C+CP) activities in the administration, oversight and evolution of shared mobility (e.g. bike share) and active transportation programs and related infrastructure at UBC's Point Grey Campus.

The Coordinator will proactively manage issues and monitor the success of shared mobility and active transportation programs and infrastructure investments, serving as the primary liaison with shared mobility operators, engaging with and balancing the interests of multiple stakeholders and working collaboratively with staff across UBC, the AMS, and the University Neighbourhood Association (UNA). The incumbent will collect and manage data related to these programs and infrastructure investments and facilitate related research and reporting activities. This will include reporting progress to internal and interagency advisory groups.

The Coordinator will support the monitoring, renewal and implementation of UBC's Transportation Plan as it relates to active transportation and shared mobility. The incumbent will work closely with the Sustainable Transportation Program Lead to coordinate and promote C+CP's shared mobility and active transportation outreach and behaviour change initiatives, including the Try an E-Bike Program, Go By Bike Weeks, Walk 'n Roll to School, back to school events and related social marketing, event coordination, and communication activities.

Organizational Status

This position reports jointly to the Manager, Transportation Planning and Manager, Transportation Engineering within the Community Development & Transportation unit of UBC's Campus and Community Planning (C+CP) department. The incumbent will work collaboratively with staff across C+CP, liaising directly with staff at UBC Facilities, Student Housing & Community Services, Campus Security, UBC Parking, the AMS, and the UNA as needed to support the success of shared mobility and active transportation programs and initiatives.

Work Performed

  • Coordinates Campus and Community Planning's (C+CP) activities in the administration and oversight of shared mobility and active transportation programs at UBC's Point Grey Campus, including contract and license administration, permit facilitation, and payment processing;
  • Coordinates C+CP's activities in maintaining and expanding active transportation infrastructure and services on campus, including preparing funding applications, supporting the procurement of consultant advisory/technical services, and facilitating related permitting processes (e.g. Streets & Landscape Permits);
  • Coordinates outreach and behaviour change initiatives related to shared mobility and active transportation, including promotion of related initiatives in collaboration with the Sustainable Transportation Program Lead and other C+CP engagement and communication professionals;
  • Designs and implements new shared mobility initiatives, ensuring risks to UBC are appropriately managed and/or mitigated, in consultation with appropriate business units at UBC (e.g. Municipal Services, Campus Security, Student Housing and Community Services, Safety & Risk Services, etc.);
  • Manages data related to shared mobility and active transportation programs, including user demographics, program usage, travel behaviour, infrastructure audits, and issues tracking;
  • Prepares active transportation reports and presentations annually to be used for presentations to internal and/or external stakeholders;
  • Prepare and deliver other active transportation related presentations as required;
  • Manages, plans, coordinates, and implements initiatives that increase awareness of and interest in active transportation options at UBC, including public bike share (e.g. wayfinding initiatives, social marketing campaigns and events, small scale/temporary infrastructure interventions, etc.);
  • Conducts research and analysis based on available data and facilitates research and analysis by others through easy access to information;
  • Monitors the activities of shared mobility and active transportation service providers and ensures compliance with operating license and/or permit requirements, resolving minor issues and flagging larger issues for senior staff;
  • Coordinates temporary adjustments to operational practices by service providers (e.g. during construction activities, special events, etc.);
  • Actively monitors and reports on program progress, bringing issues to the attention of their manager and appropriate staff within C+CP, Municipal Services, Campus Security or the UNA;
  • Facilitates discussions/negotiations between service providers and other business units at UBC and external agencies (e.g. TransLink, City of Vancouver, UNA, AMS, and UEL) where appropriate;
  • Responds to complaints and enquiries related to shared mobility and active transportation at UBC by external agencies, internal departments, the campus community and the general public;
  • Supports the development and implementation of bicycle and pedestrian safety and awareness campaigns, including materials, communications and event coordination, training of volunteers, etc.;
  • Supports the Manager, Transportation Planning in engaging multiple internal and external stakeholders throughout the development of updates to UBC's Transportation Plan for the Vancouver campus as it relates to shared mobility and active transportation; and
  • Connects with other departments to leverage and support existing programs and initiatives related to active transportation and shared mobility (e.g. sustainability, health and wellbeing initiatives).

Consequence of Error/Judgment

The success of this position will rely on sound judgment in the administration of the shared mobility and active transportation programs and in related interactions with internal and external stakeholders and partners. The incumbent will be expected to bring significant issues to the attention of their manager as needed. The incumbent will influence the allocation of funding in certain areas within project budgets of several thousand dollars. Errors in this work may cause minor problems of a financial, legal or political nature. Support and review of work products will be provided by the Sustainable Transportation Program Lead, Manager, Transportation Planning and/or Manager, Transportation Engineering as appropriate.

Supervision Received

The incumbent will receive direction from the Manager, Transportation Planning and Manager, Transportation Engineering, but is expected to perform duties and responsibilities independently. Work is reviewed in terms of effectiveness within established policies and guidelines.

Supervision Given

The incumbent may supervise and manage the activities of volunteer, student, or other resource staff on a temporary basis. This may include supervision of research, field work, or data collection activities by work learn or co-op students. The incumbent will also coordinate efforts of other departmental staff as required.

Working Conditions

Flexibility to work alternate hours (incl. evenings and weekends) for events when required. Ability to work outdoors occasionally and perform minor occasional physical labour such as transporting and setting up booths and informational tables.

Qualifications

Minimum:

  • Undergraduate degree in a relevant discipline.
  • Minimum of two years experience or the equivalent combination of education and experience.
  • Willingness to respect diverse perspectives, including perspectives in conflict with one's own
  • Demonstrates a commitment to enhancing one's own awareness, knowledge, and skills related to equity, diversity, and inclusion.

Preferred:

  • Proficiency in data management / analysis, word processing, desktop publishing, and mapping.
  • Strong ability to communicate clearly and concisely orally and in written and electronic formats with a diverse audience.
  • Studies in Geography, Urban Planning, Engineering or a related field, preferably with a specialization in Transportation.
  • Related experience in the analysis of transportation related data, administration of contracted or licensed services, and/or coordination of a bike share program.
  • Experience with active transportation projects, including bicycle infrastructure projects, transportation demand management initiatives and events, and/or other social marketing programs.
  • A passion for cycling and increasing the use of active and shared modes of transportation.
  • Strong interpersonal, organizational and analytical skills.
  • Demonstrated independence, sound judgment, initiative, and interest-based problem-solving skills.
  • Ability to handle confidential information and apply appropriate data and file management practices.
  • Excellent research skills and ability to manipulate, analyse, and interpret transportation-related data, synthesizing results into clearly written technical reports and presentations.
  • Well-developed computer skills with expertise in Microsoft Office Suite, data analysis and database applications. Proficiency in ArcGIS and Adobe Creative Suite will be considered an asset.
