**POSITION TITLE**:Housing Manager - Permanent Full-Time

**RESPONSIBILITIES**:
**Experience planning and providing operational services applicable to financial, human resources and property management, construction and project delivery, procurement, and internal and external client services**:

- Oversee and delegate the planning, tender, and coordination of construction and inspection requirements applicable to First Nation-owned homes according to the Ontario Building Code and ensure all components of contracts are met;
- Development of short and long-term housing strategy, including assessment of on-reserve housing needs and demographics of membership, and cost-effectiveness for subsidized services applicable to residential construction; and
- Development of short and long-range maintenance and preventative maintenance planning on existing First Nation-owned and privately-owned housing inventory on-reserve, including tendering, and scheduling of services where necessary.

**Experience performing a broad range of activities to support operational programs or services**:

- Demonstrate continuous effort to improve operations and best practices, decrease turnaround times, streamline work processes, and work cooperatively and jointly with Finance to provide quality seamless customer service;
- Prepare and conduct proper orientation meetings for members, and make presentations to the First Nation’s Chief and Council as required.

**Experience supporting and leading financial management activities related to Program and Project finances**:

- Review development proposals to ensure compatibility with land use, compliance with stated housing policies, reasonableness of development and acquisition costs, and feasibility of project operation costs and future net operating income;
- Develop and manage annual operating budgets to be presented and approved at the Council level;
- Analysis of management and maintenance costs to determine areas where cost reductions can be implemented;
- Analyze and administer annual operating budgets for the various projects and individual homeowner building projects;
- Follow up on overdue rents and assist in the eviction process as required;
- Oversee financial administration of construction projects taken on by individual members for new homes; and
- Complete reports for various funding agencies and Council Portfolio or Council as required.

**Experience managing a team and supervising staff**:

- Primary contact for all Member communications regarding housing when necessary;
- Accountability for delegation and task management as required, and accountability for the overall performance of Housing Staff and designated students; and
- Implementing and managing maintenance schedules for staff to ensure effective control of work orders when necessary.

**QUALIFICATIONS**:

- A secondary school diploma; and
- Graduation from a post-secondary program applicable to the position (e.g. Residential Property Management, Project Management); or
- A strong passion for learning about, and combating housing challenges experienced by Fort William First Nation membership effectively and efficiently;
- Strong and efficient financial and business background;
- Knowledgeable about low-income housing programs, rent calculations, and associated funding sources such as CMHC or ISC and current real estate law and practices;
- Excellent written, oral, and telephone communication skills with a strong ability to produce written documents with clearly organized thoughts using proper sentence construction, punctuation, and grammar;
- Knowledge of Tenant Leases, terminology, and preparation. Legal procedures as they relate to residential occupancy;
- Data entry and Database management experience;
- Work cooperatively with other employees, private developers, consultants, Council, and the public;
- Ability to make sound emergency decisions, and quickly analyze issues to determine the best course of action using available resources;
- Exceptional multi-tasking abilities and prioritization skills.

**CONDITIONS OF EMPLOYMENT**:

- Ability to provide satisfactory results from a Criminal Reference;
- Ontario Driver’s License and use of personal vehicle;
- Some travel may be required.
- Ability to physically inspect interior and exterior of housing units and equipment in a variety of weather conditions.
