**Intent of the process**:
ANTICIPATORY - A pool of qualified persons resulting from this process (for streams 1 & 2) will be created and may be used to fill similar positions with a linguistic profile of bilingual imperative CBC/CBC as well as tenures (indeterminate, deployment, acting, assignment, secondment, specified period) which may vary according to the position being staffed.

This pool may be used to staff similar positions in other organizations within the public service.

**Education**:
Stream 1 only:

- Graduation with a degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

Stream 2 only:

- Graduation with a degree from a recognized post-secondary institution with specialization in economics, business administration, commerce, law or in another discipline relevant to the position.

Degree equivalency

**Experience**:
For stream 1 only:

- Experience managing or leading work for a pension plan or employee benefit plan in at least one of the following areas:

- plan management and administration;
- plan funding;
- plan governance; or
- policy and plan design.
- Experience in managing the development of pension or employee benefit plan related regulations, policies or governance issues.

For stream 2 only:

- Experience in leading and delivering a policy and/or operational program in labour relations or human resources;
- Experience in leading the development and implementation of policies and/or programs related to negotiations, labour relations, compensation or human resources management.

For both streams (1 & 2):

- Significant* experience establishing and maintaining collaborative relationships with partners and stakeholders, including other government departments (federal or provincial), and others (such as non-governmental entities, crown corporations, agencies, committees or associations);
- Significant* experience in providing strategic advice and recommendations to senior management** on complex issues including planning and reporting activities;
- Significant* experience managing human resources**.
- Significant is defined as depth and breadth of experience normally associated with the performance of those duties for a period of approximately two (2) years.

**Senior management is defined as Executive Director (EX-03) or equivalent and above.

**Managing human resources includes supervising a large team and establishing priorities or work objectives.
