The PHAI is a federal initiative to clean-up low-level radioactive wastes situated in the Municipality of Port Hope and the Municipality of Clarington. The project involves remediating several contaminated sites to established clean-up criteria and consolidating the wastes in a new engineered mound (one in each community). The project is sponsored by Natural Resources Canada (NRCan), and the project delivery is led by CNL.

The PHAI consists of two distinct projects, the Port Hope Project (PHP) and the Port Granby Project (PGP), that are currently in the execution phase, conducting remediation activities that reduce Canada's liability with respect to Low-Level Radioactive Waste (LLRW). In the coming years the PHP will enter Phase 3 (long-term monitoring and management) and PG is currently in transitioning from Phase 2 to Phase 3; CNL requires a **Business/Transition Planner-remote** that will help define and implement requirements to close-out Phase 2, and to stand-up Phase 3, for each of these projects, providing for an efficient and compliant transition between these two critical Phases of the PHAI.

**What will you be doing** ****
- Act as a key role in the organization and development of inputs related to Phase 2/3 in various strategic plans, as well as more detailed business plans and project schedules.
- Accurately prepare important project documentation related to transition activities.
- Analyze industry benchmarks or technical information from a business perspective to help inform future plans and to validate authenticity of closure requirements; assess potential impacts and make recommendations on alternative courses of action.
- Establish required project close-out documentation; assess and validate as received, and track progress against documentation deliverables.
- Obtain a strong working knowledge of CNL’s planning and reporting structure to ensure that activities related to transition are adequately represented.
- Provide input to or help to develop high-level reporting documents; possess the capability to edit content from a variety of contributors and ensure that outputs meets the requirements of the target audience(s).
- May occasionally be asked to present a variety of planning and reporting information to an array of audiences, from senior staff and external stakeholders, to peers and more junior employees.
- Strong general business acumen; capable of effectively working with all members of the Transition Team, including stepping in to provide support to other roles, for example during vacations or illnesses.
- Coordinate the compilation of estimates and forecasts of human resource requirements and other resources/materials.
- Lead the task of gathering and analyzing project closeout documentation, investigating variances and initiating corrective action when required.
- Work closely with project teams to define project-specific closeout requirements and track progress against completion of these and other deliverables.

Develop turnover plans to facilitate the smooth transition from contractor to operations for Port Hope and oversee the completion of these plans at both sites.
Complete End State reporting in compliance with regulatory requirements for project sites.

Develop Phase 3 plans in alignment with regulatory, legal agreement, environmental and programmatic requirements. Coordinate decommissioning planning for both sites in line with regulatory requirements. Work with functional groups within HWP to plan for project closeout.

**What we are looking for**:
**Skills and Abilities**:

- Expert-level working knowledge of MS Office software, including Excel; familiarity with project schedules would be considered an asset.
- Strong understanding of the methods and resources used by functions engaged to perform project activities, e.g., engineering, procurement, licensing, quality assurance, procurement, manufacturing, etc. as well as the deliverables typically produced would be an asset.
- Sound knowledge of business planning and reporting methodologies, processes, and tool, as well as competence and successful experience in planning and reporting within a team environment.
- Experience working within a federal department or crown corporation dealing with business planning and administration would be an asset.
- Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.

**Education**:
A 3-year diploma or degree in a related field, plus 3-5 years of increasingly responsible and relevant planning, reporting, and/or project controls experience.

Has taken several training courses on the core knowledge areas recognized by the Project Management Institutes (PMI), or equivalent experience.
