External Relations Business Advisor

A primary goal of the corporation is to serve the city by providing a common and consistent approach to engaging citizens in the affairs of their city. The Communications and Engagement Department is the primary source of methodology, support and resourcing for those strategies and processes that have broad impact on the relationship of the corporation and its stakeholders.

Following the Department of Communications and Engagement principle of ensuring that citizen and community voices are captured and incorporated in decision processes, The External Relations and Partnerships Section builds, maintains, and enhances relationships with key stakeholders of the City of Edmonton and advises and supports initiatives that ensure that key stakeholders are informed and are connected to fundamental decisions made by the City of Edmonton.

The section serves the corporation by providing relationship and partnership expertise through the key services of:

- Intelligence and Research
- Consulting and Advising
- Convening and Facilitating
- Capacity Building

**Strategy and Policy Development and Execution**
- Perform a variety of assignments in the fields of strategic business planning, policy development, performance measurement and evaluation, outcomes and project management
- Consult with management, supervisor, colleagues and clients to develop business priorities, project plans and business cases to support work objectives
- Provide technical guidance to senior leadership in the coordination and development of business plans and strategies, ensuring that they align with corporate requirements and policies
- Establish relationships with internal and external clients to support the coordination and delivery of position accountabilities

**Capacity Building and Integration**
- Support the development of capacity building related to relationship and partnership leading practices, project team members, performance measurement, and other related areas
- Develop guidelines and educational tools to support relationship and partnership strategy

**Delivery Management and Quality Assurance**
- Conduct analysis of performance measurement data, trend analysis and analysis of program success and effectiveness
- Develop recommendations and write reports for use by decision makers in the development, implementation and delivery of operation activities
- Conduct ongoing primary and secondary research (interprets data sets, analyzes and reviews research, makes recommendations), and develop briefings and other documents in response to requests
- Support the section in monitoring the internal and external environment in order to ensure alignment to related corporate strategies, initiatives, and programs
- Continuous scanning and awareness of the changing political environment and client needs while identifying trends and leading practices

**Relationship and Partnership Management**
- Proven strength and expertise working in and with integrated teams and demonstrated results in working with interdisciplinary teams and collaborative business strategy development

Qualifications:

- A university degree in business administration, public administration, or a related discipline
- A minimum of five (5) years of progressively responsible experience in a combination of: strategic and operational business planning, working with corporate performance measures and budgets, policy development and leadership and project management experience
- Training and experience in four or more of the following: process design, project management, qualitative and quantitative research and analysis, and evaluation, and business consulting
- Advanced knowledge of project and research methodology, design, analysis, implementation, data collection and presentation of results and recommendations
- Significant knowledge of corporate priorities, strategies and initiatives and associated timelines with the corporate reporting processes and protocols
- Experience in a public sector environment working with senior management, Council, stakeholders, relationships and partnerships
- Experience and skill in the use of analytics and data intelligence to support decision making processes
- Significant skill and expertise leading integrated teams of various levels and disciplines by demonstrating change leadership
- Ability to establish and maintain effective relationships and partnerships as necessitated by work requirements
- Ability to identify, establish and maintain effective working relationships, to positively influence and resolve conflict and to build consensus through facilitation, negotiation and mediation
- Interpersonal skills and expertise to consult with and lead or facilitate meetings of diverse client groups including senior management
