**Position Overview**:
Under the direction of the City Engineer, the Manager of Municipal Infrastructure ensures the effective and efficient delivery and management of city infrastructure (roads, bridges, sewers, watermain, traffic signals, street lights, parking lots) while leading the adaptation of the infrastructure systems to meet community sustainability aspirations.
Thorough knowledge of infrastructure budgeting, planning and coordinating by interpreting complex methodologies so that municipal assets are being rehabilitated to extend life or replaced while reducing risks to the city and maintaining expected service levels by the public.
Oversees a team of various skill sets (non-union and union), providing day to day supervision, mentoring and coaching.

**Qualifications**:
To be considered, applicants must possess the following qualifications:

- Post-secondary education in Civil Engineering
- Licenced professional engineer (P.Eng.) by Professional Engineers Ontario (PEO) or Certified Engineering Technician (C.E.T.) by OACETT
- Minimum of ten (10) years of municipal experience, including five (5) years in a supervisory role
- Interprets complex methodologies in maintaining infrastructure
- Engages new strategies, methodologies & technologies to provide more efficient and cost-effective approaches
- Flexibility and commitment to adapt to evolving and emerging technologies and changing practices and regulations
- Ability to liaise with various city departments and influence decisions related to rehabilitation, shape the future
- Thorough knowledge of road networks, bridges, culverts, water distribution, wastewater and stormwater collection, stormwater management facilities, traffic signals, street lighting, crossing guard function, gap analysis, development
- Superior leadership skills but not limited to communication, interpersonal, analytical, problem solving, decision making and organizational skills
- Superior collaborative abilities, demonstrated ability to inspire, motivate and negotiate, empowers staff and promotes positive culture
- Superior tact and diplomacy skills, demonstrated ability to facilitate communication with a broad spectrum of stakeholders including but not limited to elected officials, public, government agencies and all team members
- Demonstrated ability to build positive relationships and earn the confidence/trust of stakeholders
- Demonstrated ability to work under pressure, with conflicting priorities in a fast paced, demanding environment, while focusing on “big picture” activities

- Demonstrated knowledge and experience with applicable legislation, standards, documentation and regulatory processes including: Municipal Class Environmental Assessment, Safe Drinking Water Act, Clean Water Act, Ontario Water Resources Act, Environmental Protection Act, American Water Works Association Standards, Construction Act, Transport Canada Rail Safety Legislation
- Basic knowledge of Public Works (day to day) function and interconnection with long term capital planning

**Duties**:

- Manages numerous capital projects, informing the planning process and leading projects from preliminary design to post construction activities (including PSAB reporting to finance).
- Guides in-house projects in accordance with engineering standards and best practices and recommends City Engineer seals/stamps engineering drawings as appropriate and if necessary.
- Obtains all permits and approvals for projects as required.
- Leads asset management activities performed by in-house staff and consultants/contractors (road needs study, OSIM bridge reporting, CCTV program).
- Develops strategies to incorporate infrastructure renewal consistent with recommendations identified with studies noted above, Class EA’s, development and community expectations.
- Prepares annual budgets and forecasting for large capital projects and monitors performance and financial outcomes.
- Prepares council reports for award of construction contracts, infrastructure and traffic by-law updates as required.
- Prepares detailed statements for water and wastewater collection items contained in the city road program.
- Allocates capital spending for the finance department on PSAB reporting for infrastructure projects.
- Active member of the Utility Coordinating Committee and signs/approves all utility municipal consents on city rights-of-way.
- Works closely with Public Works and County staff to coordinate work and long-term planning.
- Deals independently with public complaints to ensure positive and professional image for the city.
- Mentors staff.
- Liaises with CNR, CPR and OSR with railway crossing issues.
- Provides leadership, guidance and technical expertise to other departments.

Compensation $111,140 - $130,754. A comprehensive benefits package is included.
