Job Summary

The Finance Manger is responsible for the management of the financial functions within the Michael Smith Laboratories. Responsibilities include: management of the general ledger (GL), accounts payable (AP), accounts receivable (AR), and purchase requisitions; management of research funds including managing deficits that may result from research operations; budget planning, forecasting, and monitoring; assess, development and monitoring of financial internal controls; performing financial planning exercises, cost analysis to ensure efficient use of resources and alignment with grant research spending criteria and University policy. The Financial Manager will provide direct financial expertise, guidance and support to researchers from receipt of grant funding through completion and reporting. This role is responsible for advising faculty members, Director, and senior management staff on all aspects of financial viability that impact operational and research-related funding.

Organizational Status

The Michael Smith Laboratories is an interdisciplinary research unit that supports 25+ faculty members with joint-appointments spanning five UBC Faculties in 16 academic departments. Influential research is carried out in the areas of human health and disease, bioengineering, plant biology and genomics, computational biology, and science education. Faculty have research activities and grants in many different units, making it essential for constant liaison between Faculties and Departments. The Michael Smith Laboratories currently supports 350 students, research personnel, faculty and support staff.

The Finance Manager reports to the Operations Manager. This position interacts closely with department faculty, staff, graduate students and research personnel. Liaises with the Faculty of Science Dean’s Office, Office of Research Services, UILO, Research Finance, Financial Services & Strategic Procurement Partnership, other central University agencies, and with external agencies.

Work Performed

Provides financial management, direction and advice with regards to department, research, and special purpose worktags. Responsible for the management, maintenance, analysis and reporting requirements of research grants, contract and financial transactions and commitments undertaken by the department.

Assesses and implements internal controls including department-wide financial policies, practices and procedures for operational, gift and research funds. Measures effectiveness and adjusts as needed.

Interprets and explains complex policies and procedures and ensures follow through and communicates updates to users. Provides oversight and regular reviews to ensure compliance.

Manages the accounts payable and accounts receivable functions for the department. Provides advice and guidance on areas of concern, ensure monthly, quarterly and annual reporting requirements are planned for and fulfilled.

Manages financial information processing activities for the department (i.e. cash receipts, accounting journals, credit card reconciliations, travel and expense reports for employees and non-UBC workers, purchase requisitions and the related receipts, and supplier invoices) ensuring proper separation of duties, appropriateness of spend categories assigned, availability of funds, appropriateness of expenditures, adherence to applicable University and grant agencies’ policies and assurance of compliance with generally accepted accounting principles (GAAP) and tax regulations.
