**Description**

TheIntermediateProject Controls Specialistwill be responsible for leading the project controls processes with the internal project management team to execute project deliverables within budget and schedule. The Intermediate Project Controls Specialist will work closely with the Project Control Manager to achievethe successful completion of project and program reporting milestones while maintaining a professional and satisfactory relationship with internal staff, the Client, the ISP(s), subcontractors, regulatory agencies, and other project stakeholders.

Responsibilities will include:

- The Intermediate Project Controls Specialist will be responsible for leading the project controls processes with the internal project management team to execute project deliverables within budget and schedule.
- Develop, implement, and maintain external and internal cost reports, cash flows, accruals, and forecasts.
- Responsible for schedule management, earned value management and cost management.
- Responsible for engineering, procurement and construction planning, scheduling, logistics and cost control.
- Analyze project controls reports, present findings, and provide recommendations to the project controls team.
- Ensure project set-up in the Enterprise Planning & Controls software is completed correctly and as per standards.
- Analyze data; review logs; and run reports in the Enterprise Planning & Controls software or other tools.
- Set up Work Breakdown Structure (WBS) for tracking detailed breakdown of purchase orders or subcontracts.
- Ensure budget tracking against EPC Vendors PO.
- Responsible for the review of upstream(prime contract) / downstream (PO & subcontract) change orders.
- Report accurate updates to cost reports or forecasts.
- Develop and present a cash flow report.
- Develop Level 1, 2, and 3 schedules.
- Create schedules, diagrams, roadmaps (under i.e., Visio).
- Ensure the entry of logic ties within the schedules.
- Create various schedule reports and determine appropriate reporting format.
- Consult with project controls team on schedule progress.
- Responsible for monitoring resource loading of a schedule.
- Develop and present earned value tracking document.
- Support the Risk Management Process (Including contingency)
- Analyze and report on data from Oracle Primavera P6.
- Develop pre-programmed project scheduling reports in P6 and review and analyze back-up documentation for accuracy.
- Manage integrated data from one program to another.
- Lead the effort of working with the reporting (BI) team to design, develop and maintain reporting effort.
- Responsible for ensuring quality checks and inspections on project controls deliverables are in place.
- Serves as a point of contact for technical questions from Program Manager, PM's, or EPCs vendors.
- All other related duties as the need are identified.

**Qualifications**
- Bachelor Degree in engineering, construction management or related field.
- A minimum of 3 years of direct project controls experience.
- Applicable experience may be substituted for the degree requirement.
- Ability to work independently, think creatively and diagnostically, and make quick and strategic decisions.
- Excellent written and verbal communication skills.
- Excellent interpersonal skills.
- May be required to obtain clearance and pass training.
- Willingness to accept occasional field assignments (if required).
- Proficient with Microsoft Office (including data management).
- Strong organizational skill.
- Strong analytical and problem-solving skills, and attention to detail.
- Ability to handle large volumes of work and multi-task in a fast-paced environment.
