This job offers the opportunity to work from home as part of a hybrid work arrangement. This arrangement will allow you to work some days at a TCHC work location and the rest of the time from home. The amount of time required to work at a TCHC work location is flexible, while considering operational and service delivery requirements.

In the Program Supervisor, Insurance Claims role, you will support the advancement of the risk management culture and play an integral part in transforming Toronto Community Housing for the future

Reporting to the Manager, Risk Operations & Enterprise Risk Management, the incumbent will be accountable to manage and deliver high-quality client-centric services through the liability insurance claims and enterprise risk management functions in a manner that aligns with TCHC's tenant focused culture.

The Program Supervisor, Insurance & Claims will ensure effective processes for liability claims handling, coordinating and managing external contracted insurance adjusting and legal firm services and internal litigation counsel by providing tactical recommendations from strategic planning and expert judgment on the insurance claims process as it applies to the comprehensive insurance program. This position mitigates TCHC’s exposure to financial and reputational risk by formulating, developing, and coordinating all liability claims-related activities.

**What you’ll do**
- Liability Claims Administration & Management:_
- Manage day-to-day operation and administration of first party property, third party liability & construction insurance claims
- Responsible for investigating, evaluating and negotiating bodily injury and third party property claims against TCHC
- Coordinate and provide instructions to external insurance adjusters and litigation solicitors by evaluating, directing and monitoring claim budget/reserve practices and coordinate litigation files
- Develop, recommend and administer the claims budget, and ensure that the expenditures are controlled and maintained within the deductible
- Design and manage TCHC’s insurance claim administration process to ensure liability insurance claims are processed in a manner consistent with TCHC policies and procedures and insurance industry standards and that settlements and vendor payments are made in a fair and timely manner
- Prepare file summaries, interviewing witnesses, claimants and TCHC employees, as required, in order to obtain relevant information to a claim.
- Obtain and review, internal documents, CCTV footage, medical reports, loss of income information, expert reports, contracts, land registry information and other documents relevant to the claim
- Review Agreed to Litigate Plans, Examination for Discovery reports, Adjusters reports to ensure appropriate instruction are provided
- Report to the Manager of Insurance & Risk Management with claim recommendations
- Ensure that claims which have the potential to exceed our deductible are reported to our insurer in a timely manner
- Liaise with the Insurance Examiners to effectively manage all reported claims
- Attend mediations, settlement conferences, pre-trials & trials to negotiate and resolve claims on behalf of the Corporation, taking into consideration TCHC's liability, reputational & financial risks
- Estimate the financial value of claims by establishing and administering appropriate claims budgets/reserves
- Develop, implement and audit expenditures/budgets for claim payments, adjusting fees and legal fees
- Oversee the strategies employed by defense counsel and independent ad
