We are seeking a Planning Analyst to support the housing portfolio, particularly related to affordability. This is an exciting opportunity for to join the collaborative, innovative and solutions-focused Planning Division of the Climate Action, Planning and Development Department. This position will assist with the development and alignment of housing policy related to the full continuum of housing. The position will also include engaging diverse community members and interests, conducting case study research related to housing policy and practice, and interpreting and communicating housing data and statistics. **What you have**:

- A Bachelor’s Degree or post-bachelor degree certificate in urban planning, plus two to three years work experience in planning, particularly in the municipal context, or an equivalent combination of training and experience. A Master’s Degree in planning is considered an asset.
- Eligibility for membership with the Canadian Institute of Planners is considered an asset.
- Experience contributing to the development of housing policy (e.g. inclusionary, missing middle, rental replacement, secured market rental, affordable).
- Knowledge of planning legislation in British Columbia. An understanding of Housing Needs Report requirements is considered an asset.
- Demonstrated ability to collect, analyze and interpret information from a variety of sources and present conclusions and recommendations in clear and easily accessible form.
- Ability to interpret and communicate land use regulations and policy, including Zoning Bylaws, Official Community Plans, Development Permit design guidelines and other comprehensive planning policy.
- Experience in development planning or the municipal development approvals process is an asset.
- Ability to communicate complex matters verbally and in writing to different audiences, including Council and City committees. Ability to communicate in a graphic format is an asset.
- Demonstrated ability in online and in person community engagement and meeting logístical coordination, and public information material creation, including making technical information suitable for presentation to general audiences. An understanding of concepts such as decolonization, entitlement and unconscious bias is considered an asset.
- Ability to work independently, exercise good judgement and identify creative solutions in a fast paced work environment while managing multiple tasks.
- Ability to establish and maintain effective working relationships with a variety of internal and external contacts.
- Ability to exercise diplomacy, tact and good judgment when dealing with sensitive and/or challenging situations.
- Ability to work a flexible non-standard schedule from time to time as operationally required.
