- PE017**JOB SUMMARY**:
Under the general direction of the designated manager or supervisor, with considerable latitude for decision-making, assumes responsibility for the procurement function as prescribed in the policies of the Library Board.

**DUTIES**:

- Carries out the procurement process as appropriate and in accordance with approved policies and procedures for a range of solicitation strategies, including non-competitive procurements.
- Establishes and maintains effective working relationships with vendors and provides guidance on TPL procurement.
- Maintain up-to-date knowledge on tax legislation applicable to supply chain, trade treaties, best practices, and innovative products and services.
- Maintains contracts, including change orders and amendments in the Library’s Contract Management System.
- Prepares and issues purchase orders and change orders, ensuring appropriate approvals, and investigates discrepancies between contract, invoices and purchase orders.
- Source suppliers through a variety of formal and informal procurement processes.
- Working with the requisitioning department, and legal and risk services, assists with contract negotiation, preparation, change, renewal and vendor performance issues.
- In collaboration with the client department, provide input into vendor performance surveys and schedules.
- Collaborates with requisitioning department and other staff to determine purchase requirements, evaluation and selection strategies for goods and services.
- Provide asset management support, including; acquisition, asset disposal, inventory control, commodity code assignment, contract support with respect to warranty claims and returns.
- In cooperation with the Manager / Supervisor, produces and presents reports, and conducts spend analysis which could aid with budget preparation.
- Conduct purchasing policy and process training to staff.
- Performs other related duties as required

**QUALIFICATIONS**:

- College diploma, preferably in Supply Chain, Business or Finance fields of study,
- Minimum of 3-years in a similar position writing, coordinating and executing procurement processes.
- Certificate in Purchasing, certification or courses towards certification with a recognized public procurement or supply chain association (SCMA, UPPCC, ISM, CIPS).
- Sound knowledge of standard buying procedures and policies.
- Experience in sourcing and negotiating with suppliers and equipment/service contractors.
- Ability to plan, direct, organize and work with minimum supervision.
- Ability to establish and maintain cooperative working relationships.
- Familiarity with computerized accounting system.
- Ability to communicate effectively with all internal and external contacts.
