Hours: 8:30-4:30pm, Monday to Friday when in office or working from home, while flexibility is
needed when in community settings, as hours will vary based on program needs
Location: 516 - 294 Portage Ave and community settings across Manitoba.
**Salary**: $24/hour, 40 hours per week with extended health coverage available after 3 months of
employment
Employment Status: Full-time term to December 2026. There is a possibility of extension based
on funding.
Community Financial Counselling Services (CFCS) is a non-profit member agency of United
Way of Winnipeg. For over fifty years, CFCS has helped meet the complex and often unique
needs of individuals and families in Manitoba who are experiencing financial challenges. CFCS
uses a Financial Empowerment model of poverty reduction in providing coaching, counselling,
financial literacy, tax preparation and access to benefit services to low-income Manitobans.
Our vision is that all Manitobans will have the ability to make informed financial decisions, to
successfully navigate financial challenges and have access to affordable and self-determined
services for their financial and personal well-being. Working within a strength based, purposeful
model, the incumbent aids the Program Coordinator in delivering Financial Empowerment
Interventions to low-income clients living on Manitoba First Nation communities and through a
network of Family Resource Centre (FRC) program initiatives and projects across the city of
Winnipeg.
Through CFCS policies and procedures, the Community Programs Associate works under the
supervision of the Program Coordinator. The Associate supports the overall coordination and
implementation of CFCS’s Family Resource Centre and Financial Wellness in First Nations
(FWFN) program initiatives and projects. The CFCS FRC and FWFN Program teams work
collaboratively to deliver resource development, and community capacity building activities,
including free tax preparation services and other FE interventions in various formats.
Interventions are community driven and focus on tax preparation, access to benefits, RESPs, and
identification. The incumbent will aid with outreach, scheduling, promotional strategies, training,
program delivery and coordination with First Nations partners. Services are provided to a diverse
population with respect to income, age, and culture. The incumbent will have the capacity to build and
support strong relationships with Manitoba First Nation communities, community contacts, partner
agencies and work collaboratively within our multi-program environment.
The position will require travel within the city of Winnipeg and rural communities to facilitate tax clinics,
training sessions and Financial Empowerment Drop-in Days. Most communities involved with the
program are situated within 300KMs from Winnipeg and can involve overnight travel and
accommodation.
Qualifications/Requirements:
- Experience in inter-organizational service delivery, co-ordination, and a knowledge of
community resources.
- Strong problem solving, interpersonal communication, time management and organizational
skills.
- Strong written and verbal communication skills
- Strong people skills, patience, and compassion
- Ability to communicate and collaborate with individuals from diverse cultural and
socioeconomic backgrounds.
- Skilled at providing services and connecting with participants both in-person and virtually.
- Knowledge of and ability with basic office software including spreadsheets and PowerPoint
- Knowledge of and experience with the financial empowerment model of poverty reduction.
- Capable of working independently and as a member of a team.
- Ability to communicate and collaborate with individuals from diverse cultural and
socioeconomic backgrounds.
- Valid Drivers’ Licence and access to a reliable vehicle is required.
- Must qualify for an EFILE license (requirements include: have filed at least one Canadian tax
return, and be in good standing with CRA)
- Must qualify for RepID and be able to provide CFCS with an acceptable Police Information
Check.
Assets:
- Recognized training and/or education in social sciences field
- Familiarity with community and volunteer agencies is an asset
- Experience working with First Nations Communities or at Family Resources Centres
- Ability to speak Ojibwe, Cree, or Oji-Cree
- Basic knowledge of personal financial issues related to money management, income taxes and
government financial benefits
- Tax preparation experience and/or knowledge of the Community Volunteer Income Tax
Program (CVITP) along with ability in UFile tax preparation software. Added training will be
provided.
