**The Position**:
Reporting to the Director of Well-Being Services, the Manager will lead a team of Post Majority Care (PMC) Navigators to support Member Nations identify services needed for youth aging out or have aged out of Child and Family Services by developing plans, increasing connections/collaborations with available resources and report on processes to support the smooth transition of youth into adulthood. The position will provide leadership with an overview of short
- and long-term planning, collaborations between service providers, and manage support services related to Post Majority Care. The position will also collaborate with leadership across all levels of STC and STC Member Nations to identify opportunities, establish objectives, evaluate the effectiveness and provide status updates on the Post Majority Care project. The position will conclude on March 31, 2024 with possibility of extension.

**Responsibilities**:

- Ensure familiarization with Department of Indigenous Services Canada (ISC) documentation related to the Canadian Human Rights Tribunal (CHRT);
- Ensure PMC Facilitators are meeting the need of youth and young adults in communities: access to financial support; learning, educational, and professional development opportunities; safe, stable, and comfortable housing; physical, mental, and social wellbeing; and connect with land, culture, language, and community;
- Manage Post Majority project plans for community nations to ensure timelines and key milestones are met and in line with program objectives and prepare statistical and narrative reports;
- Identify and schedule project deliverables, milestones and required activities and tasks and prepare the appropriate planning documents;
- Analyze project scope to make recommendations on estimated time frames, resource requirements and appropriate processes for accomplishing work goals;
- Manage Navigators to develop a focussed needs assessment in order to deliver Post Majority Care services;
- Perform assessments, identify obstacles and solutions to challenges and implement mitigation plans;
- Review status reports prepared by Post Majority Care Navigators, and modify schedules or plans as required;
- Prepare documentation and reports as required for funders, management and community leadership;
- Ensure standards and procedures for project reporting and documentation are adhered to by Post Majority Care Navigators;
- Provide status updates to STC Leadership, Senior Management, and the Director of Well-Being Services, STC Member Nations, or at any related meetings and/or to committees;
- Oversee an action plan to support the integration of information into daily workflow;
- Prepare program budgets, quarterly forecasts and identify budget variances from actuals to manage costs of Post Majority Care Services and provide recommendations to the Director of Well Being Services;
- Work in collaboration with assigned finance department to ensure that all financial payables are processed and managed according to STC policies and procedures;
- Coach and mentor PMC Navigators and provide progressive discipline when required;
- Communicate expectations and work standards and ensuring applicable policies, procedures and best practices are adhered to;
- Establishing performance goals; evaluate employee performance to ensure goals are met and provide timely feedback;
- Perform other related duties as defined and assigned by the reporting Director or designate on an as and when required basis.

**Education and Experience**:

- A completed Bachelors degree in business or human resources;
- Experience managing staff; providing mentorship, coaching and performance management;
- Certification in project management is considered an asset;
- Experience working within a governance structure in a community development capacity with First Nations; familiarity with First Nations culture, history is considered an asset.

**Knowledge, Skills, and/or Abilities**:

- Knowledge and understanding of the provincial child and family services legislation, regulations, policies and procedures and the FSIN Indian Child Welfare and Family Support Act.
- Knowledge of funding agreements, reporting and claims process related to Indigenous Services Canada program/ project funding.
- Knowledge of systemic, societal issues relating to First Nations and the ability to articulate these issues to key stakeholders.
- Knowledge of project management approaches, planning and scheduling tools.
- Competency in the preparation and presentation of budgets, financial reports and financial statements to management, the Board and other organizations as required;
- Ability to motivate others in a collaborative team environment.
- Ability to demonstrate respect while upholding STC’s internal and external partnerships, and the autonomy of the seven member First Nations communities;
