**Position Summary**

Under the direction of the CEO, the Decision Support Specialist is responsible for developing, implementing and delivering analytical and statistical reports along with monitoring and improving data quality within Kingston Community Health Centres (KCHC).

**Detailed Responsibilities**

Reporting (Internal/External) & Quality Improvement
- Ensures appropriate data management tools are in place and functioning effectively
- Supports various databases
- Integrates disparate databases and data sources
- Assesses funder requirements and develops data entry standards to support the production of compliance reporting
- Develop and implement processes to identify, track & correct errors
- Ensures information regarding data support, quality and management is distributed to all relevant departments
- Under the direction of the KCHC Quality Committee, supports process improvement initiatives related to data management, knowledge transfer, environmental scans and best practices
- Acts as the primary contact to the Alliance for Healthier Communities (formerly AOHC) and other partners for resolving and escalating data support issues
- Addresses data access and privacy issues under the direction of the Privacy Officer
- Designs surveys and needs assessments

Data Quality
- Participates in efforts to enhance organizational capacity with respect to data by training and developing staff
- Supports complete and accurate data entry
- Ensures data quality and coordinates data quality improvement initiatives

Data Analysis
- Contributes analysis and intelligence to Leadership Team and other teams as requested
- Analyzes scheduled and _ad hoc_ data reports

Data Reporting & Knowledge Transfer
- Receives and prioritizes internal requests for data and information
- Reports data in a clear manner; to support planning, decision making, and tracking organizational and strategic metrics
- Prepares reports for managers and committees about various KCHC activities
- Support for strategic planning
- Responsible for preparing reports for external funders
- Clinical performance metrics to be drawn from a variety of sources including (but not limited to) BIRT online portal, Telus Practice Suite Solution (PSS)
- Supports staff use of external reporting software/portals
- Act as an integral part of Electronic Medical Record (EMR) conversion team, when needed

Staff Support & Teamwork
- Participates in various committees and regional user groups including the KCHC Quality Committee
- Provides data management support throughout KCHC and with external partners, as needed
- Addresses and adapts data management needs arising from changing conditions
- Works closely with Information Services team
- Supports teams at all levels in activities relating to quality improvement initiatives

**Organizational Responsibilities**
- Complies with all relevant legislation and KCHC policies, including privacy laws;
- Supports KCHC’s student and volunteer placement programs;
- Promotes awareness of and participation in KCHC activities;
- Demonstrated commitment to continuous learning and quality improvement.

**Basic Education and Experience Requirements**
- Diploma or Undergraduate Degree in Information Systems or equivalent area of study
- Certification in Business Analytics or demonstrated background/experience
- Certification in MS Access, SQL Server or demonstrated background/experience
- Experience with EMRs an asset (e.g. Telus PSS)
- Experience working with analytic tools (e.g. Microsoft SQL, Microsoft Access, Microsoft Excel, Hummingbird BI and Cognos BI)
- Skilled in statistical methods
- At least three years’ related experience, preferably in a health setting (desired)
- Experience in IT support and training
- Awareness of Quality Improvement techniques and processes

- Demonstrated ability to analyze and interpret data and prepare reports which support knowledge transfer to non-technical managers.
