The Department of Transportation and Infrastructure is responsible for establishing and managing public infrastructure, including: provincial highways and roads, highway bridges and structures, water and flood control works, and northern airports and marine services. It develops, communicates and administers motor carrier regulatory and safety services. The department also oversees and coordinates emergency preparedness, emergency response and disaster recovery to prevent the loss of life and minimize damages to property and the environment. Engineering and Technical Services ensures safe and effective provincial water control infrastructure and structures, through the delivery of inspection, planning, design, maintenance, rehabilitation and construction activities. The division is responsible for the overall management of infrastructure inventory that includes: bridges, large culverts, thru-dike culverts, drains, dams, reservoirs, water control structures, diversions and pumping stations. The division also provides water management through operation of the provincial water control system, flood forecasting, and development and implementation of emergency response plans.

Conditions of Employment:

- Must be legally entitled to work in Canada
- Must be able to travel by ground and air transportation and will require overnight stays several times a year
- Must be able to work extended hours and weekends during emergent events such as floods

Qualifications:
**Essential**:

- Must be registered (or be eligible for registration) as a Professional Engineer (P. Eng.) with extensive experience in hydrologic modeling and flood forecasting. Post graduate education in Hydrology or Water Resources Engineering an asset
- Extensive experience in prairie hydrology with emphasis on flow forecasting and water management
- Extensive experience in developing and using hydrologic models such as WATFLOOD, SWAT, HEC-HMS, HBV for flow forecasting and water management analysis
- Proven ability as a leader with a commitment to create, support and sustain a diverse environment that enables staff to achieve results and to develop for the future
- Demonstrated ability to leverage opportunities for innovation, find creative solutions to issues, and successfully manage change
- Extensive management experience with responsibility for human and financial resources.
- Strong verbal and written communication skills with experience managing internal and external stakeholder relationships
- Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues

**Duties**:
The Director of Hydrologic Forecasting is responsible to lead and manage the operations of the Hydrologic Forecasting Branch and provide advice and support to the Executive Director of Hydrologic Forecasting & Water Management. The Centre provides accurate and timely hydrologic forecasts and information to the public; assists in flood response coordination and communication. Develops, maintains and updates flood forecasting tools for Manitoba's rivers and lakes.
